Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of Head of Resources Management (HoRM) and in close coordination with relevant Units at Headquarters (HQs) and the Regional Office in Bangkok, Thailand, the Resources Management Officer (Grants and Compliance) will be responsible and accountable for coordinating the implementation of the risk management and compliance systems, and of grant policies and procedures in compliance with established accounting standards. The successful candidate will also support the development and management of Cash-Based Initiatives (CBI), and the monitoring of resources management ensuring compliance with IOM’s Rules and Regulations as well as with any donor-specific requirements in relation to the activities of the Country Office.
Responsibilities
Resources Management Compliance
- In coordination with HoRM, support any audit or compliance procedures implemented by IOM or donors as needed.
- Maintain and further strengthen appropriate internal controls to safeguard the Organization’s assets, cash and prevent fraud.
- Review existing systems and procedures and, if necessary, recommend improvements to strengthen internal monitoring, evaluation and control systems and enhance efficiency and effectiveness.
- Liaise and coordinate internally to support the development and review of Data Sharing Agreements (DSAs), ensuring alignment with IOM Data Protection Principles and applicable legal frameworks. This includes monitoring the legal components of IOM Afghanistan’s UN to UN Partnership Agreements to ensure consistency with IOM’s internal policies, donor requirements, and UN inter-agency frameworks, in close coordination with the Regional Office Asia & Pacific (ROAP) Legal Hub and relevant units.
- Coordinate with legal experts the preparation and validation of legal responses to external audits, verifications, and assessments related, and maintain a comprehensive repository of legal documentation to support future verifications and reporting needs.
- Supervise and guide assigned staff and provide capacity building trainings on IOM's administrative/financial policies and procedures, with a focus on strengthening the mission’s capacity in compliance, internal controls, and fraud prevention.
- Participate in UN meetings such as the UN Operations Management Team (OMT) or ONE UN working groups when required.
Risk Management
- Coordinate with relevant units to integrate risk management considerations into decision-making, planning, and resource allocation; regularly update risk registers, including progress towards implementing the risk treatment plans.
- Provide technical support and guidance to strengthen internal control systems by recommending clear accountabilities. This includes designing and enhancing risk control measures, implementing risk management procedures, and developing effective monitoring and oversight mechanisms along with the necessary tools and techniques to support their implementation.
- Contribute to the development of compliance Standard Operating Procedures (SOPs)by providing guidante and technical support to operational staff managing and overseeing risks and controls, including criteria for conducting risk and compliance missions, and escalate matters related to risk management, compliance and oversight.
- Collect and analyze data on fraud incidents, fraud risk indicators, and provide training in Anti-Fraud standards.
- Prepare risk information for management to share with external stakeholders such as UN system-wide engagement, donors, and partners.
- Participate in UN meetings such as the Risk Management Team (RMT) on behalf of mission.
Grants Recipients and Implementing Partner (IP)
- Provide first-line support and guidance focusing on grants recipients and Implementing Partner (IPs) in line with the relevant internal guidance, policies, processes and procedures relating to organizational support functions including but not limited to finance, compliance, human resources, procurement, and logistics.
- Coordinate with LEG/ROAP the selection process for grant recipients and IP including due diligence, budget review, contract drafting, and signing; provide recommendations for approval to the relevant authorizing officer.
- Maintain a database of all grants documents, including copies of applications, contracts, pertinent correspondence and ensure that copies are given to appropriate staff, Sub recipients and Implementing Partners (IP)
- Maintain and manage grant calendars for all sub-recipients and implementing partners for reporting timeframes and transfer schedules and provide timely reminder for Sub recipients and Implementing partners regarding due dates for reporting.
- Provide technical guidance and trainings to grant recipients and IPs on budget planning and management and financial compliance rules of IOM, donor and legal requirements as stated in the agreement.
- In close collaboration with HoRM, recommend mechanisms that prevent fraud and corruption among grant recipients and Ps. Follow up on oversight reports and report all issues related to non-compliance of IOM policies, rules, and regulations.
- In close collaboration with HoRM and Monitoring and Evaluation team, coordinate and monitor the development and implementation of contractual, administrative and financial monitoring for all grant recipients and IPs.
- Liaise with donor counterparts, cluster/sector leaders, non-governmental organizations and other relevant stakeholders as required.
Cash Based-Intervention (CBI)
- Provide technical guidance to the Program Managers on integrating CBI into operational plans and strategies to efficiently meet programme objectives and liaising with technical sectors.
- Represent IOM in the national Cash Working Group or other CBI-related forums and in meetings with donors, partners and other stakeholders on cash and voucher assistance.
- Provide overall day-to-day coordination and monotiring of all cash and voucher transfers planned under IOM operations, including supporting the design and implementation of activities using cash and voucher modalities across the country.
- Liaise closely with different IOM Units in the Country Office who have direct responsibilities for elements of the administrative management of CBI delivery, including Finance, Supply Chain and Information and Communications Technology, to coordinate proper implementation of activities. Provide inputs to the supervisor of any bottlenecks that may impede the timely delivery of CBI to beneficiaries and take required action to resolve problems.
- Periodically participate in the review of the appropriateness of the use of CBI to deliver assistance to respond to the evolving needs in the country, and provide recommendations for improvements, including digitalization of CBI activities.
- Coordinate with Project Managers to develop a Country Office CBI Strategy and related workplan to ensure an increased and improved use of CBI. Coordinate the development of standard operating procedures and adapt available tools to project needs at the country level.
- Undertake and coordinate visits to view project sites and meet beneficiaries to ensure progress is made in the achievement of project objectives.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Knowledge of and working experience of Internal Control Frameworks, systems, and reviews;
- Field experience, including coordination and cooperation with international institutions and coordination bodies;
- Experience in supervising the development and implementation of administrative control procedures, coordinating external auditing exercises;
- Exposure to and experience in UN or humanitarian field operations and emergencies in various geographical locations and multiple functional areas; and,
- Working experience in complex environment.
Skills
- Knowledge of IOM/UN mandate, field operations, organizational structure, and policies & procedures;
- Ability to timely understand the Organization’s structure and portfolios;
- Knowledge and understanding of key developments and actors within the humanitarian area;
- Demonstrated ability to prepare clear and concise reports; and,
- Ability to use software to gather, collate, analyse, and present complex information.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English language is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish and French) and/or local language (Dari and Pashto) is an advantage.
