Job Description

This consultancy supports the project “Hromada Reconstruction and Empowerment Facility (HREF)” - a project financed by the Government of the Federal Republic of Germany through the German Development Bank (KfW) - to contribute to hromada-driven recovery processes that strengthen resilience and promote durable solutions for conflict-affected communities in Ukraine.

The ongoing war in Ukraine has led to large-scale population movement. To support the creation of conditions that are conducive for durable solutions, IOM has developed a multi-sectoral, area-based and community-driven approach towards resilience and recovery at the local level. This includes restoration of critical public infrastructure and services, as well as other socio-economic recovery interventions. The HREF aims to empower hromada authorities and diverse local actors to develop and implement resilience and recovery plans through inclusive participatory planning. This will help tailor the recovery interventions to the local context and needs and focused on priorities as identified by communities themselves. Focus is on the restoration of public services through the rehabilitation and enhancement of damaged infrastructure, paired with community-based activities that help build resilience to recurring stressors.

The project serves 25 hromadas in 12 oblasts and is being implemented across nine programmatic units of IOM Ukraine. The Consultant will play a pivotal role in shaping the project’s internal and external information management approach.
