Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) in Timor-Leste aims to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

FAO Timor-Leste is supporting the government of Timor-Leste on strengthening national capacity for climate smart dairy buffalo development and milk production through TCP project (TCP/TIM/4002). The project aims to enhance technical and management capacities and knowledge of the country on dairy development for improved nutritional status of the population. The project intends to increase the stakeholder’s capacity, knowledge and investments for the development and management of dairy buffalo by artificial insemination and increased production, processing and consumption of milk and dairy products. The project will be implemented in Viqueque municipality, where a Climate Smart Dairy Buffalo Resource Center (CSDBRC) will be established and operationalized. In addition to the activities for milk production and processing, the project also aims to develop National Dairy Development Policy and Strategy for the government.

National Dairy Livestock Development Specialist will work with the International Dairy System Development Specialist and International Dairy Buffalo Breeding Expert of FAO Timor-Leste to establish good working coordination with the government counterparts such as Secretary of State of Livestock, DG Livestock and relevant directorate in the ministry of Agriculture, Livestock, Fisheries and Forestry (MALFF) to implement the project activities

Reporting Lines

The National Dairy Livestock Development Specialist works under the direct supervision of and reports to the FAO Representative to Indonesia and Timor-Leste and in close coordination with International Program Coordinator, Assistant FAO Representative (Program) and International Dairy Buffalo Breeding Expert

Technical Focus

The National Dairy Livestock Development Specialist will provide coordination, technical, and policy supports in implementing the project including establishment of Climate Smart Dairy Buffalo Resource Center (CSDBRC), implementing buffalo breeding program through AI program (training, implementation and management), and development of national dairy policy/strategies, and relevant knowledge products.

Task and Responsibilities

The National Dairy Livestock Development Specialist will undertake the following specific functions in relation to the dairy buffalo development in Timor-Leste\:

• Assist in implementing activities related to establish CSDBRC.

• Assist the International Dairy Buffalo Breeding Specialist in conducting training on Artificial insemination

• Conduct capacity assessment, analysis of gaps, and assessment of trainings for dairy buffalo development

• Formulate the curriculums and training manuals on ToT and training on climate smart dairy buffalo development and management,

• Form Dairy Livestock Farmers Groups and provide training to the Farmers groups on buffalo management for milk production.

• Support in identification of the appropriate fodder species, and cultivation of fodder, including silage making

• Support in establishing localized small mash feed making unit in CSDBRC

• Support developing balanced feeding strategy using local fodder, and supplements ensuring optimal milk production and animal health

• Support development of SOPs and minimal standards for milk collection, cooling, processing, and packaging

• Support procurement processes (drafting of technical specifications, technical evaluation…) for milking, feed production, and other equipment

• Contribute to the development of monitoring and record-keeping systems

• Contribute to knowledge product development and dissemination (manuals, guides, awareness material etc…)

• Assist in organizing International Study Tour on different aspects of Buffalo based dairy development

• Assist in drafting Dairy Development Policy/Strategies for Timor-Leste

• Assist in developing a dairy buffalo management reference manual for Timor-Leste

• Compile Training manuals for all training provided by the project

• Perform any other duties.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University Degree in Livestock Science, Veterinary Science, or related discipline

• Minimum 5 years’ related work experience, particularly in project/program coordination

• Working knowledge of English.
