What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

 

Movement Cooperation Officer 2 contributes to the ICRC IL/OT delegation's objectives for cooperation with other components of the International Red Cross and Red Crescent Movement (the Movement) that are working in Gaza, in line with the ICRC’s Movement policies and in consultation with the Palestine Red Crescent Society (PRCS). S/he contributes to building a positive relationship between the ICRC, the PRCS and other Movement partners.

The Movement Cooperation Officer works closely with both the Cooperation team and the Logistics team to coordinate and ensure timely and appropriate support to the PRCS for its emergency response in Gaza as well as joint activities implemented with the ICRC. He/she assists Cooperation team on all matters pertaining to the Palestine Red Crescent (PRCS) and to the relationship management between the PRCS – in particular the deputy Head of DRM and the ICRC in Gaza.

Accountabilities & functional responsibilities

The Movement Cooperation Officer works closely with the Cooperation team ILOT to facilitate the implementation of the following tasks:

  • Contributes to implementing ad hoc emergency and regularly programmed activities, predominantly Logistics related, which are part of the operational partnership between the ICRC and the PRCS. He/she does this by working closely with ICRC colleagues and the PRCS, respecting and also developing joint procedures and operational arrangements that improve the way ICRC and the PRCS work together.
  • Ensure the Gaza operational coordination platform is functional.
  • Collaborate and provide continuous support to the PRCS HQ Focal Point for Gaza to ensure alignment and responsiveness.
  •  Improve systematic follow-up to ensure issues are addressed and actions points implemented.
  • Movement Logistics: ICRC focal point for Movement Logistics Coordination on and off the Movelog Platform.
  • Coordinates with ICRC logistics on PRCS shipments from the West Bank HQ to Gaza. 
  • Coordinates with ICRC Cairo Logistics & Coop on the ERCS pipeline.
  • Coordinates with JNRCS/IFRC & ICRC Amman (Logistics & Coop).
  • Travels with PRCS to Amman on a quarterly basis, or when needed to support the PRCS & JNRCS relations, in coordination with Amman Coop team.
  • Track logistics cooperation with the blue line supervisor in JER, and represent the Movement Cooperation team in various logistics-focused meetings - This includes organizing and initiating weekly team meetings, managing logistics requests and post-order procedures.
  • Coordinate logistics with the Palestine Red Crescent Society (PRCS), ensuring efficient delivery of donations and acting as a liaison for the Movement Cooperation team in key activities  with partners.
  •  Responsible for Logistics Information Management (IM), which involves maintaining accurate records and documentation, creating backups, and managing team-related tools to ensure all coordination activities are well-documented.

Additional Responsibilities

  • Be present in PRCS HQ three days per week to provide direct hands-on support to PRCS based on the identified needs and PRCS accepted requests. 
  • Writes minutes of workshops and meeting.
  • Provides contributions to internal reporting mechanisms.
  • Interprets accurately from English to Arabic language and vice versa during field visits and otherwise, as required.
  • Monitors the translation of documents as required.

Desired profile and skills

  • Vocational or university degree in Administration or any other related field.
  • Minimum 2–3 years' experience in a similar position.
  • Previous experience working for the ICRC or another Movement component (NS and/or International Federation of Red Cross and Red Crescent Societies) an asset.
  • Excellent command (spoken and written) of English and Arabic.
  • Computer proficiency.
