The Danish Refugee Council (DRC) is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations based on humanitarian principles. Our response in the occupied Palestinian territory is centred on empowering conflict affected communities to meet their basic needs and promoting safety and dignity by addressing protection risks. About the job
The VA Assistant supports the planning, coordination, and delivery of Victim Assistance (VA) within DRC’s Humanitarian Mine Action (HMA) portfolio. Working under the guidance of the HDP Manager and alongside VA Specialists, the role contributes to activity workplans, maintains up-to-date context awareness on EO-related needs and service gaps, and liaises with HMA pillars (Humanitarian Demining, Non-Technical Survey, EORE) and other DRC sectors to ensure an integrated approach. The VA Assistant helps organise coordination roundtables and public events on the rights and needs of persons with disabilities (including EO survivors), supports consultants (e.g., service directories, needs assessments), and engages survivor organisations to inform programme design. The role provides Targeted Individual Assistance (cash) to direct and indirect EO victims, delivers AGD-inclusion and other VA capacity-building sessions, and supports efforts to create barrier-free environments in businesses, employment centres, and schools. It contributes to advocacy and mass-media activities, develops and distributes awareness materials, and conducts community liaison to identify EO victims and community VA needs, in full compliance with VA SOPs/TMPs. The VA Assistant ensures accurate, confidential data sharing through established IM tools; maintains VA archives and means of verification; flags equipment gaps; and, when requested, supports procurement documentation. The position cooperates with internal/external monitoring and HQ/field QA/QC, and captures lessons learned to strengthen quality, accountability, and impact for EO survivors.
About you
Responsibilities
Planning, Coordination, and Context Analysis
•Participate in the development of activity workplans and follow them accordingly.
•Comply with field coordination directions of the HDP Manager and flag uncoordinated efforts to them.
•Actively participate in internal VA team meetings and share pertinent updates.
•Liaise with DRC HDP Humanitarian Demining, Non-Technical Survey, Explosive Ordnance Risk Education (EORE), and other DRC sectors to ensure an integrated approach.
•Maintain up-to-date knowledge on the context, including gaps in VA services and needs of Explosive Ordnance (EO) victims
Implementation of Victim Assistance
•Support the organisation of coordination roundtables and other such public events on the rights and needs of People with Disabilities (PwD), including EO victims.
•Support (external) consultants, developing VA Service Directory, executing needs assessment or other such services rendered.
•Support the work with survivor organisations to analyse their needs and gaps as well as include them into VA programme designs.
•Provide Cash Assistance via Targeted Individual Assistance to direct and indirect victims of EO accidents.
•Provide Age, Gender, and Disability (AGD) Inclusion training as well as any other capacity building trainings on VA.
•Support the equipping of businesses, employment centres, and educational institutions with barrier-free working environments.
•Gather good practices and success stories and share them with HDP Manager and VA Specialist.
•Support the execution of advocacy mass media campaigns and other types of communication of the rights and needs of PwD, including EO victims.
•Contribute to the development of information leaflets, brochures for awareness-raising activities, and ensure their distribution as instructed.
•Support Community Liaison (CL) with local communities to identify EO victims as well as community needs related to VA programming.
•Comply with VA SOP, TMP, and other relevant guidance, flagging issues with their implementation to VA Specialist and/or HDP Manager.
Reporting, Proposal Writing, and Information Management
•Use developed Information Management (IM) tools to share VA activity data to DRC IM Team and VA Team Leader, ensuring the highest standards of data protection and confidentiality.
Procurement, Warehouse, and VA Archives
•Flag any gaps or damages in required work equipment to HDP Manager.
•Upload VA data and Means of Verifications to the online VA archive and store hard-copy documents.
•Upon request, support procurement efforts, including developing the required documentation.
Monitoring and Quality Assurance/Quality Control (QA/QC)
•Cooperate during VA (internal and external) monitoring as well as in-country or HQ Quality Assurance/Quality Control (QA/QC).
•Contribute to the lessons learnt reports on VA activities.
Experience and technical competencies:
•Minimum 1 years of experience in a humanitarian organisation or an organisation with similar mandate. Experience working with vulnerable populations is advantageous.
•Strong interpersonal, communication and negotiation skills with public speaking capacity.
•Good knowledge of conflict management.
•Positive ‘can-do’ attitude and resilience
•Languages: fluent in Arabic, fluent in English.
•Computer literacy: Intermediate knowledge of Microsoft Office package (with focus on Excel, Word, and PowerPoint).
Education:
• University degree in Psychology or medical discipline.
