Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian ‎organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, ‎facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating ‎human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the ‎world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, ‎health emergencies and other crises. ‎
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National ‎Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following ‎fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. ‎
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized ‎into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, ‎Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.‎
 
Ukrainian Red Cross Society (URCS) and Norwegian Red Cross (NoRC) are integral components of the Red Cross and Red Crescent Movement (RCRC), the largest humanitarian network globally. The core mission of the Ukrainian Red Cross Society is to always helps vulnerable groups of population, and develops community’s capability to prevent and overcome humanitarian and social crises. Moreover, the core mission of the Norwegian Red Cross is the mitigation of human suffering, the preservation of life and health, and the upholding of human dignity, particularly in times of armed conflicts and other emergencies.
 
In pursuit of these objectives, URCS and NoRC adhere to the seven fundamental humanitarian principles: 
Impartiality, neutrality, independence, voluntary service, unity, and universality. A bilateral partnership between URCS and NoRC was established in March 2022. NoRC established a bilateral partnership with URCS in March 2022 and increased its support to URCS since the escalation of the conflict in February 2022 with funding from the Norwegian Agency for Development Cooperation (Norad) and its own funds.

Job Purpose

The purpose of this position is to strengthen the coordination, technical follow-up, and overall quality of Norwegian Red Cross (NoRC) supported health programs implemented by the Ukrainian Red Cross Society (URCS). The Health Coordinator will ensure consistent strategic guidance, facilitating effective communication between NoRC and URCS Health Departments, and promote continuity and alignment in program implementation across all supported regions. 

Job Duties and Responsibilities

Strategic responsibilities

  • Ensure coordinated, high-quality implementation of NoRC-supported health programs, including MHU, MRU, HBC, MHPSS, HPDP, and related health activities.
  • Strengthen collaboration and technical dialogue with URCS Health Departments and Movement partners to harmonize standards and approaches.
  • Support strategic planning, quality assurance, and alignment of health activities with NoRC’s 2025–2027 strategy in Ukraine.

Operational responsibilities

1. Program Coordination and Technical Support

  •  Support the Head of Programs in ensuring that all NoRC-supported health activities (MHU, MRU, HBC, MHPSS, HPDP) are implemented in line with international standards, and NoRC strategic priorities.
  •  Assist in the development, revision, and harmonization of SOPs, and technical guidelines, ensuring alignment across programs.
  •  Conduct regular field visits on behalf of, or jointly with, the Head of Programs to review clinical quality, patient flow, documentation standards, and workflow efficiency.
  •  Provide the Head of Programs with timely analysis of operational bottlenecks and propose practical corrective actions.
  • Ensure cross-cutting themes (MHPSS integration, gender, protection, inclusion, patient safety, health & climate) are reflected consistently across all health interventions.

2. Coordination With URCS Health Departments

  • Act as a technical focal point to support the Head of Programs in maintaining structured coordination with URCS Health Departments (MHPSS, MHU, MRU, HPDP, HBC).

3. Monitoring, Quality Assurance and Reporting

  • Support the integration, use, and troubleshooting of DHIS2 within URCS health programs, ensuring teams understand data entry requirements, workflows, and indicator definitions.
  • Facilitate joint planning processes, technical discussions, and harmonization of methodologies, ensuring the Head of Programs is regularly updated.
  • Strengthen the functioning of URCS technical working groups by preparing agendas, drafting technical notes, and ensuring follow-up on decisions.
  • Ensure alignment of tools and approaches (reporting templates, triage procedures, case management standards) and escalate issues requiring strategic decisions to the Head of Programs.
  • Support URCS teams in integrating digital tools (DHIS2, KoBo, etc.) and keep the Head of Programs informed of progress and challenges.

3. Monitoring, Quality Assurance and Reporting

  • Conduct structured monitoring of program quality and implementation, providing the Head of Programs with evidence-based assessments.
  • Review URCS service delivery data, dashboards, and narrative reports, highlighting key trends, risks, and deviations that need managerial attention.
  • Verify accuracy and completeness of reporting and ensure the Head of Programs receives timely inputs for internal reporting.
  • Follow up on patient feedback mechanisms and quality issues, preparing summaries and recommendations for review by the Head of Programs.
  • Identify operational risks (HR shortages, supply gaps, access constraints, safety issues) and present mitigation options for decision-making.
  • Verify the accuracy and completeness of DHIS2 data, provide feedback to URCS teams, and ensure alignment between DHIS2 indicators and NoRC reporting requirements.

4. Capacity Strengthening

  • Support the Head of Programs in identifying capacity gaps across URCS health teams and propose targeted training or mentoring interventions.
  •  Contribute to strengthening URCS supervisory structures, technical competencies, and standardized procedures across health activities.
  •  Contribute to DHIS2 capacity building for URCS staff, including orientation, troubleshooting support, and promoting consistent data entry practices across regions.
  • Assist in improving URCS health training curricula and tools, based on findings from field visits and technical assessments.
  • Promote evidence-based and harmonized practices across all NoRC-supported health programs, ensuring the Head of Programs is regularly updated on progress and needs.

5. Project Development and Technical Frameworks

  •  Support the Head of Programs in the design and revision of project frameworks, ensuring clear objectives, outcomes, indicators, and technical standards across all health interventions.
  • Contribute to the development and updating of SOPs, clinical protocols, implementation guidelines, and quality assurance tools for NoRC-supported programs.
  •  Assist in drafting concept notes, proposals, and technical justifications, ensuring alignment with URCS priorities, national health strategies, and NoRC’s strategic direction.
  •  Ensure that new project designs integrate cross-cutting considerations such as MHPSS, gender, protection, inclusion, patient safety, and climate adaptation.
  • Provide technical input for logical frameworks, results chains, monitoring indicators, and risk matrices, and prepare recommendations for the Head of Programs on necessary adjustments during

Collaboration

  •  Work in close collaboration with the Head of Programs, ensuring regular technical updates, joint planning, and coordinated follow-up on program priorities.
  • Engage proactively with URCS Health Departments at national and Oblast levels (if needed), maintaining structured technical dialogue with MHU,MRU, HBC, MHPSS, HPDP.
  • Coordinate closely with the NoRC and URCS PMER Department to ensure alignment of indicators, reporting requirements, data tools, and quality assurance processes across all health programs.
  • Collaborate with NoRC Country Office staff, including the Country Manager, PMER, Health Team, and other technical colleagues involved in cross-cutting portfolios.
  • Liaise with IFRC and Partner National Societies to ensure harmonized approaches, avoid duplication, and contribute to joint technical discussions and coordination mechanisms.
  • Coordinate closely with URCS PMER and DHIS2 focal points to ensure coherent data workflows, timely reporting, and alignment of digital tools with program needs

Education

 

  • University degree in Medicine, Public Health, Nursing, Health Management, or other relevant health-related fields.
  • Additional training or certifications in public health, primary health care, MHPSS, 
    project management, or health systems strengthening are considered an asset.

Experience

  • 5 years of professional experience in health programming within
    humanitarian or development settings.
  • Proven experience in coordinating or supporting implementation of health programs, including technical supervision and field-level operational follow-up.
  • Practical experience using DHIS2 is an asset including familiarity with dashboards, 
    indicator configuration, and data quality verification.
  • Strong understanding of primary health care, community health, MHPSS integration, quality assurance, and service delivery standards.
  • Experience working with the Red Cross Red Crescent Movement is preferred.
  • Familiarity with national health protocols, clinical guidelines, and referral systems in humanitarian contexts.
  •  Ability to analyze program data, identify operational gaps, and formulate practical recommendations.
  • Excellent written and spoken English and Ukrainian.
