Description & Requirements
The team within which you will work, the Digital Transformation Unit in the Education Department, within the Directorate General II – Democracy and Human Dignity, develops standard setting instruments, tools and resources to support member states in developing their policies, legislation and practices with a view to advancing education through a human rights-based digital transformation.
The Unit implements two intergovernmental programmes namely Digital Citizenship Education and Artificial Intelligence and Education. It supports the divisions and other units within the Education Department in activities related to digital transformation.
It is also responsible for the development and promotion of the Knowledge Hub and new online Learning Platform "E-Democracy Learning Lab". The Unit closely collaborates with the relevant entities within the Council of Europe and external stakeholders from public, private and civil sectors and other international organisations working in the related fields.
As a Programme Manager, you will:
- support the implementation of the programmes under the third pillar of the Council of Europe Education Strategy 2024 - 2030 “Learners first”, more specifically the Artificial Intelligence and Education programme;
- support the Committee of Experts on Artificial Intelligence and Education (EDU-IA) in fulfilling its mandate;
- support the development and promotion of the new online Learning Platform "E-Democracy Learning Lab" through the design of new courses;
- contribute to the implementation of the components of the Council of Europe Compass on AI & Education through the design of practical tools for diverse stakeholders at all levels of education;
- if need be, carry out and participate in study visits, conferences and missions of specific nature organised by the Education Department or external stakeholders;

organise related events including meetings arranged by Council of Europe departments and steering committees and co-operate with internal and/or external counterparts and partner organisations.
You must:
- have the support of the member State seconding you to the Council of Europe;
- hold a higher education degree or qualification equivalent to a master’s degree () in education, learning or social sciences, law, public policy, international relations or in a related field;
- have at least 5 years of relevant professional experience acquired in the field of education policy and governance, legal and/or policy analysis and development preferably in areas related to emerging technologies (including artificial intelligence), curriculum design and pedagogy, initial and in service teachers education, educational technologies, or any other field related to digital transformation in education;
- have very good knowledge of one of the two official languages of the Council of Europe (English or French) and a good knowledge of the other (French or English);
- be a citizen of one of the member States of the Council of Europe.

Professional and technical expertise:
- Knowledge of and commitment of Council of Europe’s mandate, values, strategic direction and priorities;
- knowledge of and experience in the field of education policy, in particular in digital transformation;
- knowledge of result-driven project management methodologies and tools, along with experience in managing projects;
- experience in working with stakeholders including from public, civil and private sectors and engaging in multi-stakeholder collaboration and co-operation activities.

- Ability to take initiative and master assignments with a high degree of autonomy and acute political awareness and sensitivity;

- ability to use computer applications (processing electronic information and database inquiry); use of specific documentation management software.
