Job Overview/Summary: This position is within the Human Resources Team in Libya Country Program. This individual will report to the HR Lead and work closely with him/her on staffing needs. The Recruiter will work on various positions ranging from mid-level to senior roles within IRC programs and operations across Libya. S/he will be responsible for pro-active sourcing, advertising, screening, interviewing, reference checking and final negotiations for open positions while being compliant with IRC’s Global Human Resources Operating Policies and Procedures (GHROPP).

In collaboration with the HR Lead, this individual will go through training on policies and on-job training. S/he will engage in community for better exposure of the IRC and contribute IRC’s position as employer of choice.

Major Responsibilities: Under the supervision of the HR Lead, He /She will respond to recruitment position requests and be well versed in IRC Global HR Recruitment Policies.

  • Implementing full-cycle recruitment process; advertise and post vacancies, long-list CV’s, scheduling for interviews and tests, and maintain candidate employment applications.
  • Collaborate with HR Lead to provide weekly updates on candidate pool and roster for staffing needs.
  • Maintain all documentation pertaining to Recruitment, including tracking weekly recruitment metrics. Coordination with all Office on sending documentation on a regular basis.  
  • Conduct ATC check, reference check and Security check for all candidates.
  • Follow IRC Global HR Operating Policies and Procedures (GHROPP) in Recruitment and maintain compliance with all Libyan labor laws
  • Make sure candidates receive rejection email if not suitable.
  • Send Job offers and make sure to follow up with candidates on job offer acceptance.
  • Share on boarding email with HR lead/HR Manager based in Tripoli and HR team.
  • Maintain Recruitment Tracking sheet, to be updated and shared on a weekly basis with the HR lead.
  • Under the direction of the HR Lead, provide advice to hiring manager for transparent and efficient recruitment processes. This includes education hiring managers on the culture fit of candidates, retention risks, previous candidate feedback, and any other relevant concerns.
  • Develop a deep understanding of the IRC’s culture and values and align these with sourcing and attracting talent.
  • Other recruitment responsibilities as assigned.

Internal: This position requires close collaboration with Program coordinators, Program Managers, Hiring Managers, and all Hiring Managers within IRC Libya.

External:  This position will require close collaboration with IRC Partners, schools/universities, other NGO networks, etc.

  • Job Requirements: 3-5 years of experience with recruitment/talent acquisition required; experience in an international NGO context desired.
  • Demonstrated experience and ability to create, implement, maintain and improve recruitment strategies and systems in a high-volume context.
  • Bachelor’s or Master’s degree in Business, Human Resources or related field or equivalent professional experience.
  • Strong project management and organizational skills as well as interpersonal skills are necessary
  • Ability to work in a fast paced/changing, deadline-oriented environment.
  • Solid presentation and communication skills; ability to convey information effectively; solid experience providing training and staff development is a plus
  • Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.
  • Excellent management, interpersonal and negotiation skills and a demonstrated ability to provide excellent client service in a cross cultural context.
  • Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity.
  • Fluency in English and Arabic is highly required.
