Context

Established in 1951, the International Organization for Migration (IOM) is a Related Organization of the United Nations and the leading UN agency in the field of migration. IOM works closely with governmental, intergovernmental, and non-governmental partners to promote humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants worldwide.

In West and Central Africa, IOM faces a dynamic operating environment and the urgent need to mobilize resource for operations across multiple country offices. To address these challenges and ensure sustainable financing for both humanitarian and development programming, the Regional Office has established a dedicated Resource Mobilization Unit. This Unit is tasked with driving the implementation of the recently approved Regional Resource Mobilization Action Plan, diversifying funding sources, and enhancing engagement with non-traditional donors, private sector actors, and philanthropic partners. Its ultimate goal is to unlock predictable and innovative streams of support that strengthen IOM’s ability to deliver impactful outcomes for migrants and affected communities in the region.

The Regional Resource Mobilization Officer will play a pivotal role in operationalizing this strategy. Under the direct supervision of the Regional Director for West and Central Africa, and in close coordination with IOM Headquarters and relevant regional focal points, the Regional Resource Mobilization Officer will lead proactive donor engagement, strategic intelligence gathering, and identification of regional and cross-border funding opportunities. The position will focus on building and managing relationships with institutional, private sector, and philanthropic partners, while advising senior leadership on emerging trends and positioning IOM within an evolving financing landscape. The role also includes strengthening internal capacity for resource mobilization, ensuring coherence with global frameworks, and supporting country offices to meet their funding objectives.

Responsibilities

1. Contribute to the design and lead the implementation of a flexible, innovative regional resource mobilization strategy aligned with IOM’s global and regional priorities; ensure integration of donor intelligence and funding trends into strategic planning.

2. Establish and maintain strong relationships with traditional and non-traditional donors, including governments, private sector, and pooled funding mechanisms; develop and strengthen partnerships with UN agencies, NGOs, and other stakeholders to leverage joint resource mobilization initiatives; represent IOM in donor coordination meetings and negotiations for funding agreements.

3. Conduct research on donor priorities, funding cycles, and emerging trends; provide strategic advice to senior management and country offices on resource mobilization opportunities and risks; maintain updated donor databases and resource mobilization tools.

4. Plan and coordinate the organization of fundraising activities, such as donor briefings and presentations or joint donor events with relevant internal stakeholders.

5. Develop a comprehensive mapping of existing partnerships, highlighting areas of collaboration, funding sources, and strategic alignment, in view of identifying gaps and opportunities for further engagement.

6. Develop guidance materials, templates, and training sessions to build internal capacity for fundraising at RO and CO level.

7. Collaborate with Communications teams to produce donor-focused materials showcasing IOM’s impact; ensure visibility of IOM’s resource mobilization efforts through reports, success stories, and digital platforms.

8. Track progress against resource mobilization targets and prepare donor-specific reports; evaluate and adjust strategies based on performance and evolving donor landscape.

9. Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s  degree in Political or Social Sciences, International Relations, Economics and Business Administration, Management, Communications, Fundraising, Economics or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Proven experience in donor relations and partnership management, including direct engagement with donor counterparts and coordination across decentralized organizational structures;
  • Experience negotiating and processing funding agreements, including coordination with legal and financial departments and tracking approval workflows; and,
  • Experience developing tools, templates, and guidance materials to support resource mobilization and donor engagement.

Skills

  • Demonstrated ability to support and deliver capacity-building initiatives, such as trainings, webinars, and peer learning activities, tailored to diverse audiences;
  • Familiarity with customer relationship management (CRM) systems, preferably in a UN or international organization context, including deployment, training, and user support, is an advantage;
  • Strong interpersonal skills to build and maintain effective partnerships with donors and internal stakeholders;
  • Skilled in designing and delivering capacity-building initiatives across diverse formats and audiences;
  • In depth knowledge of IOM funding landscape and processes;
  • Capable of managing multiple tasks and deadlines efficiently while maintaining attention to detail;
  • Excellent drafting skills for donor correspondence, guidance materials, and internal communications; and,
  • Familiarity with customer relationship management tools (preferably WAVE CRM), including deployment, user support, and data tracking, is an advantage.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written).

Working knowledge of the local language is an advantage.
