Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.

Purpose of the Role
Under the direct supervision of the Deputy Director of Finance, the Finance Coordinator – Budget & Reporting serves as the key focal point for leading the development of new budget proposals for the country program, budget amendments/revisions, and the preparation of financial reports for donors, internal stakeholders, and government authorities in line with established reporting schedules. The role ensures full cost recovery and value-for-money considerations are embedded in all budget submissions, while maintaining accuracy and compliance with IRC, donor, and government budget formats. The position also supports the preparation of analytical financial reports and the Country Operating Budget. This role will supervise 2–3 team members (or as assigned).

Highlights of Key Responsibilities 

  • Ensure proposal budget or budget modification complies with Donor regulations and IRC financial policy;
  • Create project category and upload Budget Register to Integra/financial software.
  • Prepare monthly Budget versus Actual (BvA) reports on a monthly/regular basis for all active grants and share it with the budget holders on time. 
  • Prepare Financial Report and Grant Reconciliation as per Donor and internal reporting schedule.
  • Closely work with Supply Chain team to resolve unsettled issues related to commitment and inventory.
  • Ensure that all commitments (Internal and External) are cleared from the system, and inventories are distributed before end of the project period.
  • Prepare and update spending plans for all active grants in conjunction with designated budget holders. Reviews budget spending and advises relevant staff on spending status. 
  • Participate in regular Project Cycle Meetings, including Grants Opening, regular BVA/Grants review, closure meetings, etc.
  • Critical analysis of the portfolio and suggestions on the Burn Rate, No Cost Extension (NCE), Cost Extension (CE) and Budget Realignment.
  • Work closely with Deputy Director of Finance (DDF) in developing annual country operating budget.
  • Provide training in financial management and compliance with the budget holders.
  • Facilitate donors and other audits as applicable.

Major Area of work/function:

Financial Systems Operations

  • Review financial transactions and supporting treasury team to ensure proper coding in line with budget register for each grant.  
  • Review Grants balance sheet and reconciliation and perform necessary adjustment with prior approval from concerned authority as required.  
  • Ensure subgrantee reconciliation with system before finalizing financial report & grants closer. 

Financial Planning & Budgeting

  • Lead as the focal point of budget developments as per grants instructions. Applying forecasted shared cost (SPC) rates as per the cost allocation methodology, consider FX rates, forecasted inflations and other monetary impacts on business developments.
  • Work in country operating budget, funding allocation and find out the financial gaps for period and develop alternative mechanism to minimize finance losses. 
  • Updating internal budget based on the country operating budget. 
  • Ensure proper charging allocation and full cost recovery including staff 

Financial Reporting and Analysis

  • Prepare financial report for IRC and donors as per the reporting schedule. 
  • Ensure prescribe donor formats, exchange rates, eligible cost criteria of back donor.
  • Prepare monthly BVA as per month end calendar and share with program/Grants for review 
  • Review monthly spending plan and update financial forecasting on a monthly basis 
  • Prepare spending analysis of Cost Allocation vs Actual Expenditure for Operating budget 
  • Participate in regular Project Cycle Meetings including Grants Opening/closing & BVA/Grants
  • Prepare new budget line coding and charging parameters for each new grant.  

Team Management and Capacity Development 

  • The post holder will directly supervise Finance Manager (Budget and Report) and ensure support to quality deliver in time.  
  • Responsible for training of finance and non-finance staff of budget management, reporting procedures and will represent finance during on boarding of new staff (staff orientation) if required.

Grant & Subgrants Financial Management

  • Overseeing financial aspects of grants and sub-grants, including budget monitoring, partner finance occasional reviews, and ensuring timely, compliant financial documentation and reporting.

Others

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC Bangladesh 
  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

Requirements

  • At least 10 years of total experience with minimum of 5 years of work experience in humanitarian or development programs/industry in finance, budget and/or grants units 
  • Knowledge of USAID, FCDO, ECHO, DFAT, SIDA etc. budgeting requirements, budget management and financial reporting
  • Experience in managing service contract–based projects (payment by results), including budgeting, compliance, cost effectiveness and financial oversight.
  • Knowledge on project management
  • Required to function comfortably in a complex work environment whilst prioritizing multiple tasks.
  • Excellent analytical skills – analyzing complex financial data and designing and producing effective management information.
  • Good supervisory, time management and interpersonal skills.
  • Required to be able to work under minimal supervision.
  • Demonstrable understanding of project planning and project cycle management.
  • Ability to build good working relationships and work effectively with program, field and HQ teams
  • High-level knowledge and practice with Excel.

Specific Educational Qualification

  • Master’s degree/ MBA in Accounting/ Finance

Professional Degree/ Certification

  • Recognized full or partial professional certificate in accounting such as CPA/CIMA/CFS/CMA/ACCA/ ACA preferred
