What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose of the Position
The Forensic Expert for Data & Analytics plays a key role in supporting the ICRC’s efforts to clarify the fate and whereabouts of persons who went missing in connection with the 1990s and the 2008 armed conflicts in Georgia.
The position ensures that all data generated through search, excavations, exhumations and identification processes is accurately managed, consolidated, and analysed to support effective case management and maximise case resolution to ultimately provide answers to the families of missing persons.
Working as part of the ICRC’s Missing Persons program, the role contributes to the design, development, and maintenance of a comprehensive Data Management System that integrates information from multiple sources and technical repositories. The expert ensures that data is structured, interoperable, and aligned with institutional standards, including Prot6 and Resolve, and maintains strict adherence to data protection and legal requirements.
The position further supports the responsible transition of the Missing file to the concerned authorities by preparing and transferring relevant data, developing documentation, and building local capacities in forensic data management, monitoring, and reporting. As a technical specialist, the role provides expert guidance on forensic databases, workflows, and procedures, ensuring continuity and quality of ICRC’s operations in search, recovery, examination, and identification of human remains.
Main Duties and Responsibilities
In coordination with Forensic Coordinator in Tbilisi the Forensic Expert for Data & Analytics is accountable and responsible to/for:
- Lead the development and implementation of the forensic Data Management System, including strategy, action plans, system improvements, and resource planning.
- Oversee and mentor forensic staff, consultants, and locally trained personnel involved in data management activities.
- Strengthen and maintain, jointly with the Forensic Coordinator, a comprehensive Case Management System supporting the search, recovery, and identification of missing persons.
- Consolidate, clean, structure, and analyse forensic and missing-person data from multiple platforms (Prot6, Resolve, datasets, archives, etc.).
- Advance efforts to clarify the whereabouts of missing persons through proper analysis, cross-checking, and linking of all relevant data.
- Ensure adherence to data workflows, data protection standards, and institutional procedures across the Missing Persons and forensic programs.
- Coordinate DMS-related contributions from external consultants, partners, and relevant authorities.
- Monitor program progress, emerging needs, and challenges related to forensic activities, and propose technical approaches where relevant.
- Regularly assess the alignment between program needs, objectives, resources, and achieved results, and recommend necessary adjustments.
- Support the ICRC’s overall strategy and activities related to forensic expertise.
- Represent the ICRC in meetings, workshops, and coordination mechanisms related to forensic data and capacity building.
Relationships
- Internally: Reports to the Forensic Coordinator. Interacts with all relevant departments including Resolve project team in HQ and the Forensic Genetic Team
- Externally: Interacts with interlocutors, and experts, external consultants; concerned authorities, other organizations, etc. on missing/forensic data management issues.
Education and Experience Required
- Master’s degree in Forensic Sciences (e.g., Forensic Medicine, Forensic Anthropology/Archaeology, Forensic Odontology, Forensic Genetics).
- Experience in missing persons investigations; Disaster Victim Identification and/or Forensic Case Management in human identification is an asset.
- At least 10 years of experience in forensic practice, including witness interviews (human rights investigations), medicolegal investigations, or interpretation of complex, multifactorial forensic case reports (law enforcement).
- Proven ability to work effectively in a team, preferably within multicultural and multidisciplinary environments.
- Demonstrated experience in conducting research and presenting research outcomes.
- Experience in promoting and upholding professional and ethical standards within the relevant field of expertise.
- Proven experience in designing and delivering training programmes.
Desired Profile and Skills
- Strong computer skills, including technological awareness and experience working with databases or software tools used for forensic data analysis and case management.
- Experience in drafting complex, multi-faceted reports is an advantage.
Languages
- Fluency in English (minimum C1 level overall)
Our Operational & Field Constraints
- In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.
- Candidates must be in good health and will have to do a medical check-up prior to departure in the field.
- Candidates must possess a driving license (for manual transmission vehicles).
- Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for the first two missions (minimum 12 months each) or total of 24 months.
