Context

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Protection (PXD) unit, the Programme Coordinator (Counter-Trafficking) will work with government authorities and technical partners to formulate protection policies for victims of trafficking and smuggled migrants. Activities will be carried out in coordination with the United Nations (UN), established humanitarian and development strategies and government counterparts. They will also be responsible and accountable for developing and promoting IOM's Counter-Trafficking and Counter Smuggling strategies with a focus on raising awareness on irregular migration.

Responsibilities

  1. Manage the Country Office’s portfolio of counter-trafficking and counter-smuggling activities, including planning, preparing, adjusting all aspects of the portfolio, project work plans, Monitoring and Evaluation (M&E) tools, and arrangements required for the effective implementation of programmatic activities in coordination with the related Programmes Coordinators.   
  2. Analyze and assess trends and policy developments, international standards and best practices relating to counter human trafficking and smuggling; advise the Head of PXD unit on partner and donor priorities for the development of a well-defined PXD policy, strategy and programme on both counter human trafficking and counter-smuggling, as well as fundraising.
  3. Develop and prepare new concept notes, projects and reports, and conduct thematic research for the planning, management and administration of projects.
  4. Develop, build, coordinate and maintain partnerships with project/programme partners and other relevant stakeholders, such as Government entities, civil society organizations, UN agencies, diplomatic missions, as well as in presenting, promoting and advancing PXD activities on counter trafficking and counter-smuggling, in meetings, workshops and other public events.
  5. Ensure the coordination, implementation, monitoring and reporting of all counter trafficking and counter-smuggling projects and activities. 
  6. Maintain positive relations and collaborate closely with related national and local authorities, UN agencies and international organizations, civil society actors, and Non-governmental organization (NGOs) to promote and develop advocacy initiatives and address protection problems facing vulnerable migrant populations as well host communities, in line with international and national standards and fora (Sustainable Development Goals, Global Compact for Migration, National Strategy for Immigration and Asylum, etc.).
  7. Liaise and coordinate internally with the other Units on relevant and cross-cutting issues and ensure efficient communication with relevant IOM offices, including the Regional Office and Headquarters in all protection-related matters and any relevant priority dossiers of the Country Office.
  8. Manage the logistical and administrative arrangements of the projects, cooperate with national and international authorities, provide advice and participate in the recruitment of project staff.
  9. Manage and supervise the work of staff assigned to the counter trafficking and counter-smuggling projects and of consultants recruited to support and undertake specific activities.
  10. Prepare and/or ensure the preparation of technical, financial, progress and other reports to donors in accordance with IOM procedures and donor requirements in coordination with the Head of PXD and the other relevant bodies (e.g. Project Coordination Unit within the Country Office, Project Information Unit and Regional Offices); prepare general and specific information on program activities as requested by donors/external parties, IOM Country Offices and HQ, and other key stakeholders.
  11. Represent IOM and participate in international and national events, workshops and meetings in this programmatic area and/or others.
  12. Perform such other duties as may be assigned.

 

Qualifications

Education

  • Master’s degree in Development, Political or Social Sciences, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Advance knowledge of and experience in activities/projects related to human rights, migration management and referral mechanisms of countering human trafficking (prevention, protection and prosecution);
  • Project development and management experience and sound knowledge of financial and administrative management and effective resources management and mobilization skills; and,
  • Experience in establishing and developing liaison with governmental and non-governmental institutions, as well as other sectorial actors, such as international organizations, donors, etc.

Skills

  • Highly developed writing and verbal communication skills.

Languages

IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, and/or another official UN Language (Chinese, Russian, and Spanish) is an advantage.
