JOB TITLE: Programme Policy Officer – Data Analyst
TYPE OF CONTRACT: Service Contract (SC-8)
UNIT/DIVISION: VAM AND M&E/ RWCO, ESARO
DUTY STATION (City, Country): Kigali, Rwanda
DURATION: 12 months (renewable)

JOB PURPOSE:
Under the direct supervision of the Head of Vulnerability Analysis and Mapping (VAM) and M&E and the overall supervision of the Country Director and Representative, the Programme Policy Officer - Data Analyst will be responsible for leading the Data Integration activities in Rwanda country office as well as activities related to the Vulnerability Analysis and Mapping (VAM).
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Contribute towards the development of projects, plans and processes, ensuring data availability and alignment with wider programme policies and guidance.
2. Provide project management support to the country strategic plan activities and ensure that the data gathered in the CO is available on consolidated platforms contributing to effective decision making
3. Ensure robust data gathering and monitoring systems are in place with rigorous quality standards maintained.
4. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through data collection, data availability and analysis.
FUNCTIONAL CAPABILITIES:
Programme Lifecycle & Food Assistance:
Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
Transfer Modalities (Food, Cash, Voucher):
Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
Broad Knowledge of Specialized areas:
Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
Emergency Programming:
Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
Strategic Policy Engagement w/ Government:
Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes
OTHER SPECIFIC JOB REQUIREMENTS:
Survey set up and development of data collection tools
Prepare questionnaires/checklists and field materials for data collection.
Develop and programme questionnaires in tablets and other related data collection tools;
Database set up, maintenance
Rationalize existing data storage into a limited number of user-friendly databases and ensure the possibility to export them into different file formats for analysis;
Ensure quality and consistency of collected data; lead database management; the maintenance of clean datasets and follow up any inconsistencies/discrepancies;
Data Processing/Reporting and dissemination
Data Integration coordination
Data and system integration;
Ideation, design and implementation of visual products using Tableau.
Geographic Information system and Mapping
Conduct basic mapping;
Capacity building of staff and partners
Train staff and enumerators on data collection and use of tablets and GPS data collection;
Train and give support to staff for data entry and data extraction/reporting in and from VAM databases;
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Computer Sciences, Information and Communication Technology or other field relevant to ICT, or First University Degree with additional years of related work experience and/or trainings/courses.
Knowledge & Skills:
Advanced knowledge of SPSS
Advanced knowledge of databases and SQL Server database in particular
Python or R programming skills
Ability to communicate, team leader skills
Experience:
At least 3 years of post-education, technical experience in database development/management, vulnerability analysis, data analysis or a closely related area or projects.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Has provided input into designing operations.
Has provided input into policy discussions and decisions.
Has proven experience in data management and has been exposed to modern data management tools.
Tableau Desktop and Server skills are an asset
Basic Mapping and GIS skills (ArcGIS, QGIS) are an asset
Experience working with the humanitarian sector or in a social science field is an asset
Languages:
Fluency in both oral and written communication in English.
