NRC Sudan leads an ECHO funded Education in Emergencies Consortium in partnership with Plan International, War Child and a network of 7 national partners CDF, TADO, PLRD, AORD, JASMAR, RCDO, NCDO. The Consortium aims to provide safe, inclusive and protective education in emergency for conflict-affected girls and boys in West Darfur, Central Darfur, South Darfur, North Darfur, White Nile, Gedaref, South Kordofan, North Kordofan, Khartoum and Nuba Mountains states in Sudan. The EiE Consortium partners. NRC Sudan further has plans to lead a second consortia to scale up the delivery of education response in Sudan . The Consortia Manager will oversee both Consortia and have the overall responsibility for the management of the Consortium.

The Consortium Manager heads up the Consortia Management Unit (CMU) - the secretariat servicing the consortia; and reports to the Head of Programmes. This position is responsible for strategic advice on the management and direction of the consortia programme(s), the operational management and implementation of the project(s), including project implementation in terms of coordinating delivery and the inputs from consortium members.

The Consortia Manager will facilitate the strategic development of consortia programmes, responsible for forging strong relationships with and between consortium members, donor(s) and other relevant stakeholders, as well as ensuring compliance with donor contractual requirements, and NRC and/or Consortium internal procedures.

The following is a brief description of the role.

What you will do:

Generic responsibilities 

  1. Provide overall direction and leadership of the Consortium to ensure seamless operations, leveraging complementarity among partners

  2. Coordinate with consortium members to ensure high quality implementation of activities, compliance with donor and consortium rules, and accountability to beneficiaries.

  3. Oversee day-to-day management of the project, including planning, implementation, monitoring and evaluation and budget spending, ensuring project is always on scope and schedule

  4. Represent the Consortium towards relevant stakeholders, including national authorities, donors and counterparts, promoting the best interests of Consortium partners

  5. Line manage and supervise the work of the Consortium Management Unit; carry out any needed recruitments, including for consultants

  6. Lead the consultations, design and preparation of the next phase of the Consortium based on evidenced needs, donor expectations and drawing from partners’ diverse expertise

  7. Contribute to fundraising initiatives to diversify the Consortium’s portfolio, actively seeking new relationships with donors and developing funding proposals

  8. Oversee and monitor the consortium partners ‘spending including the management of the consortium management unit budget 

  9. Ensure effective coordination and communication among consortium members, steering and technical committees, programmatic and finance/support teams across partners,

 

Specific responsibilities 

  1. Support decision-making processes within the Consortium by promoting productive discussions where partners reach agreements in line with the Consortium’s strategic objectives 

  2. Ensure compliance with contractual obligations, donor’s strategy, requirements and expectations and guarantee donor reports and other Consortium products are developed in time and with quality

  3. Ensure the project adapts to changes in the context and donor requests as relevant, integrating lessons learned to better respond to beneficiary needs

  4. Coordinate with key stakeholders to ensure that consortium interventions are complementary to national response mechanisms and to the interventions of other actors present in target areas.

  5. Facilitate the development and implementation of the Consortium´s communications and advocacy strategy 

  6. Cultivate and strengthen positive, productive relationships with all stakeholders and guarantee the Consortium’s participation in relevant coordination forums at the various administrative levels. 

  7. Develop project proposals in collaboration with relevant consortium member staff and coordinate input for reporting to donors.

  8. Responsible for quality control of donor applications and reports, for content and timeliness.

  9. Responsible for full grants and proposals management;

  10. Ensure that all grant files are up to date and that copies are kept in the field and sent to HQ in a timely manner;

  11. Lead and/or facilitate consortium committees meetings as per the consortium governance which includes steering committee, programme committee, technical working groups, etc

 

What you will bring:

1. Professional competencies 

 

  • Minimum BA in relevant areas preferably 

  • Minimum 5 years of humanitarian experience across multiple context with at least 2 years’ experience of youth programmes

  • At least 3 years project management experience of managing multi-million (EURO) projects; 

  • Experience in consortium management or extensive involvement in a consortium, with a multi-year duration

  • Experience developing training tools, manuals, information management systems for humanitarian action and accountability to affected people.

  • Self-motivated and confident communicator, with experience in giving briefings and presentations. 
  • Strong inter-personal skills, working well both in teams and independently

  • Able to work under pressure and good at timely decision making

  • Fluency in English, both written and verbal.
  • Preferred experience or knowledge of Sudan context.
