Background

UNDP’s Programme of Assistance to the Palestinian People (PAPP) was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. Since its establishment, UNDP/PAPP has delivered over USD 1.7 billion in development assistance to the Palestinian People.

UNDP’s Palestinian Programmatic Framework (PPF) 2023-2025 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. The PPF is centered around the concept of “Transformative Resilience” and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership. Over the next three years, UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas: i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management.

UNDP/PAPP is currently implementing the third Phase of a multi-year Rule of Law and Access to Justice programme in Gaza Strip and West Bank known as Sawasya III. It is a UNDP, UN Women and UNICEF Joint Programme that aims at comprehensively promoting and advancing the rule of law, justice, security and human rights in the State of Palestine. Sawasya III is a five-year joint programme (2024-2028) designed to reinforce equal access to justice for all Palestinians. The programme seeks to support the Palestinian government in establishing a protective, inclusive, and responsive justice system that honors human rights and promotes gender equality. It is tailored to address the specific needs in various areas of the West Bank, including Area C and East Jerusalem, Hebron 2, and the Gaza Strip.

In order to ensure the effective implementation of Sawasya III, operational and logistical support is essential. Within this framework, the role of the driver is critical to facilitating the day-to-day work of the programme team. The driver provides reliable and safe transportation services, supports the movement of staff and partners between different locations in the West Bank, and assists with logistical arrangements that enable the smooth execution of activities. Given that Sawasya III interventions are implemented across diverse and sometimes hard-to-reach areas, including Area C, East Jerusalem, and Hebron 2, the driver’s role is central in ensuring accessibility, timely coordination, and operational efficiency.

Under the guidance of the Operations and Services Manager and direct supervision of the Acting Dispatcher with matrix reporting to the Sawasya Programe Manager, the Driver provides reliable and safe driving services to UNDP/PAPP and other high-ranking UN officials and visitors ensuring highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues. The Driver also demonstrates a client-oriented approach, courtesy, tact and ability to work with people of different national and cultural backgrounds.

Duties and Responsibilities

1. Ensure Reliable and Safe Driving Services by:

  • Driving office vehicles responsibly and safely to transport UNDP/PAPP staff, high-ranking officials, visitors, and for the delivery and collection of mail, documents, and other items.
  • Providing airport/bridge pick-up and drop-off services for official personnel and visitors, including assistance with visa and customs formalities, when required.

2. Promote Cost-Savings through Efficient Vehicle Use by:

  • Maintaining accurate daily vehicle logs.
  • Contributing to the preparation of vehicle maintenance plans.
  • Preparing and submitting reports as requested by the supervisor in a timely manner.

3. Ensure Proper Day-to-Day Vehicle Maintenance by:

  • Performing or arranging necessary minor repairs and timely scheduling of major repairs.
  • Conducting regular vehicle maintenance such as oil changes, tire checks, brake inspections, car washing, etc.
  • Promptly informing the supervisor of any required repairs.

4. Maintain Availability of Required Documents and Supplies by:

  • Ensuring the vehicle has updated and accessible documents such as insurance papers, vehicle logs, office directory, and city/country maps.
  • Keeping vehicle tools, necessary spare parts, and required MOSS items (e.g., first aid kit, flag) readily available in the assigned vehicle.
  • Taking all immediate actions specified by rules and regulations in case of accidents.

5. Provide Timely and Effective Logistics Support by:

  • Delivering and collecting official documents from ministries, banks, and partner organizations as per UNDP/PAPP activities and work plans.
  • Assisting in the organization of workshops and seminars, including collecting documents, delivering equipment, and ensuring timely setup at venues.
  • Supporting event setup and closure, such as raising pop-up banners and managing registration desks.
  • Performing registry-related tasks, including bulk photocopying for meetings.
  • Assisting with the arrangement and setup of office equipment, furniture, and supplies when required.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

Min. Education requirements: 

  • Secondary Education is required.

Experience:

  • Minimum of 2 years of relevant work experience as a driver; safe driving record.
  • Knowledge of driving rules and regulations.
  • Ability to drive and travel within Jerusalem and the West Bank.
  • Computer literacy required including use of emails

Desired skills in addition to the competencies covered in the Competencies section

  • Experience working with the UN and/or other international organizations is an asset.
  • Experience in basic use of web-based management and electronic log, file and or scheduling systems.
  • Skills in minor vehicle repair.

Required Languages

  • Fluency in Arabic language is required.
  • Working knowledge in the English language is required.
  • Working knowledge in the Hebrew language would be an asset.
