Result of Service
The consultant will carry out the Ombudsman Office’s data analysis and reporting capacity. This work shall be guided by forward-looking approaches that consider data integrity and adaptive analytics. By ensuring accurate data and analyzing trends, the consultant will support the Office in drawing actionable insights for evidence-based recommendations to inform the informal responses to address workplace dispute.

Duties and Responsibilities
Mapping and analyzing anonymized data flow on the users of the Office’s services, by identifying gaps in data entry, updating or reporting, defining new data reporting or analysis, processing improvements and implementing approved data system enhancements. Ensuring data integrity and consistency throughout the data lifecycle. Maintaining database and optimizing data management processes. Using effective data visualization tools to present findings in a clear and concise manner. Identifying, analyzing and interpreting trends, patterns, and anomalies using statistics. Presenting complex data insights to non-technical stakeholders in an easy-to-understand format, ensuring confidentiality and non-attribution as required by the Office. Leading the improvement of design, analysis and dissemination of the Office’s annual survey results. Researching, collating and drafting reports on the work of the Office, including but not limited to the annual report. Updating the intranet site as appropriate. Performs other duties as may be assigned by the supervisor. Deliverable Schedule: Deliverable 1: Prepare analytical reports on anonymized service data, identify trends and insights, and translate statistical insights into data-driven recommendations on UNRWA’s work culture and areas for improvement. Deliverable 2: Develop dashboards, presentations, including statistical and graphical material for internal Office staff based on existing data insights and trends. Deliverable 3: Prepare and launch office annual survey. Deliverable 4: Create methodology for data analysis, review current data collection processes and prepare a workplan for the assignment. Deliverable 5: Update the Ombudsman Office’s intranet content reflecting reports, findings, and relevant documentation to encourage informal conflict resolution to workplace conflict. Deliverable 6: Establish methods that will improve data management, ensuring confidentiality and accuracy. Deliverable 7: Develop visual products to reach diverse UNRWA staff to improve their access to informal conflict resolution services by the Office.
Qualifications/special skills
An advanced university degree (master's or equivalent) in one of the following fields/disciplines is required: data science, information management, statistics, engineering or related field. Proven experience as a Data Analyst or in similar role is desirable. Familiarity with data management, confidentiality, and organizational performance metrics is desired. Experience with advanced IT tools, to produce engaging reports and presentations for diverse audiences is desirable. Experience in research & analysis, report or brief writing on work culture is an asset. Experience in a UN organization is an asset
Languages
English and Arabic are the working languages of UNRWA. For this assignment, fluency in English is required. Knowledge of Arabic is an advantage but is not a requirement.
