The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.

POSITION PROFILE

The Information Management (IM) & Communications Specialist will play a pivotal role in ensuring effective information management systems and communication strategies within the DRC Bangladesh Rohingya Response. The position combines expertise in data management and analysis with communication and Communication related responsibilities also contributes to advocacy to enhance program quality, visibility, and donor engagement.

This role involves the design, implementation and optimization of information management workflows and processes in alignment with sector needs, while simultaneously developing and implementing communication strategies that enhance DRC’s visibility, advocacy, and media outreach. The IM & Communications Specialist will work closely with cross-functional teams to ensure that programmatic interventions are evidence-based, well-documented, enabling effective communication to internal and external stakeholders.

DUTIES & RESPONSIBILITIES

Information Management (70%):

Information Management Strategy and Standards

  • Contribute to the development of DRC’s Information Management (IM) strategic workplan by identifying information needs, reviewing gaps, and designing a comprehensive data management plan in support of operations.
  • Ensure all information systems and processes comply with applicable standards, including contributing Protection Information Management (PIM) principles, data protection guidelines, and DRC internal policies.
  • Conduct field visits and spot-checks to monitor compliance with IM standards and ensure adherence to data protection protocols.

Data Systems & Tools

  • Design, manage, and update IM systems and databases for program monitoring, beneficiary tracking, assessments, and reporting for Cox’s Bazar Operation.
  • Develop dashboards, data visualizations, maps, and analytical tools using platforms such as Power Bi, Kobo, Tableau, or similar systems.
  • Maintain information architecture, ensuring data accuracy, completeness, and alignment with DRC global standards including GDPR.

Program Coordination

  • Lead the design, implementation, and management of the Cash for Work and volunteer payment database, working closely with the Area Program Manager and Program Team.
  • Implement data security measures, manage database access, and develop backup and recovery plans to ensure data integrity.
  • Organize and manage data input from various collection tools and conduct preliminary data analysis.
  • Conduct needs assessments based on data collected and identify gaps, particularly for Protection-related activities.
  • Routinely evaluate and optimize existing IM systems to ensure their functionality meets program needs.
  • Provide technical support for planning, designing, and monitoring data collection activities.
  • Contribute to proposals, progress reports, donor reports, and information dissemination products, ensuring quality and accuracy.

Information Dissemination and Media Engagement

  • Create data-driven information products (reports, charts, infographics) to facilitate the dissemination of information to external stakeholders, supporting advocacy and reporting efforts.
  • Ensure the production of weekly reports on CFRM (Community Feedback and Response Mechanism) complaints and trends.
  • Collaborate with the Media and Advocacy team to ensure timely and accurate information products are available and aligned with DRC’s communication goals.
  • Develop and implement a dissemination plan for all information products, including standard operating procedures for approval and release.

Communications (30%):

Communications and Visibility

  • Design and implement a country-specific communications and visibility strategy in alignment with DRC’s global standards.
  • Collaborate with the program team, local partners, and donors to develop communication and visibility plans for each project.
  • Produce and update communication materials such as brochures, newsletters, success stories, case studies, blogs, and social media posts to highlight program impacts and DRC’s work.
  • Regularly update the DRC website and social media platforms, ensuring consistent messaging and engaging content.
  • Support the Country Director and Program team in preparing media briefs, press releases, and responses to media inquiries.
  • Organize public events and international celebrations (e.g., Refugee Day) at the field level to raise awareness and promote DRC’s mandate.
  • Monitor and analyze local and international media coverage on issues related to the Rohingya response and provide timely updates.

Advocacy and Representation

  • Represent DRC Bangladesh in the Communications Working Group and media outreach efforts and attending Consortium IM and Communication working group.
  • Ensure DRC’s communication strategies are aligned with donor requirements and risk (if any) are mapped,
  • Provide input for NGO joint briefing papers, situational reports, and advocacy materials when requested
  • Work with program managers and senior staff to ensure that media and advocacy content is effectively integrated into project proposals and donor reports.

Social Media and Digital Engagement

  • Develop and implement SOPs for the institutional use of social media, ensuring staff awareness and compliance with best practices.
  • Manage DRC’s social media presence, ensuring consistent messaging and engaging content to represent DRC’s work in Bangladesh.
  • Explore and implement innovative approaches to using media channels to highlight DRC’s work and raise awareness on key issues related to the Rohingya crisis.

Safety

  • Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh.  

SKILLS AND EXPERIENCES

  • Minimum 3-5 years of professional experience in Information Management, Communications, Media Relations or related fields, preferably in a humanitarian context.
  • Strong proficiency in data management systems and tools (e.g., Power BI, ArcGIS, Kobo, Excel, Tableau).
  • Experience in producing high-quality communications materials (written, photographic, video) for both internal and external audiences.
  • Understanding of data protection, PIM principles, and confidentiality in information management.
  • Strong knowledge of the Rohingya refugee crisis and the humanitarian context in Bangladesh.
  • Proven ability to work with media, develop press releases, and engage in public relations activities.
  • Excellent writing, editing, and presentation skills in English. Proficiency in Bangla and/or Rohingya language is an asset.
  • Experience working with donor reporting and compliance requirements.
  • Ability to work under pressure and manage multiple priorities effectively.
  • Willingness to travel frequently within Cox’s Bazar and Teknaf areas, including field visits.

EDUCATIONAL QUALIFICATIONS

  • University degree in Information Management, Information Technology, Computer Science and/or equivalent professional qualifications.
  • Certificate in Database Management, Power BI, SQL is preferred.
