Job Description

Nature of the consultancy:

Under these consultancy services, the Consultant is expected to perform the tasks in following tasks during executing the contract:

Tasks to be performed under this contract:

  • Develop a work plan and desk review framework, including key themes, countries of focus, sources, and research questions.
  • Conduct an in-depth desk review of policies, frameworks, practices, and initiatives on social cohesion, migrant integration and internal/external mobility in selected EU countries (Germany, Netherlands, Sweden, Norway,Italy, Denmark) focusing on:
    • Social cohesion policies and frameworks
    • Legal and institutional frameworks managing mobility and inclusion
    • Monitoring mechanisms and strategies to manage the implications of movement of migrants
    • Community and local-level initiatives promoting social cohesion to balance internal or cross-regional mobility.
  • Develop a comparative analysis highlighting lessons learned, gaps, and approaches that could resonate with the Turkish context.
  • Present the draft findings to IOM and PMM (Presidency of Migration Management) for feedback and revise the report accordingly.
  • Participate in the activity related meetings.
  • Prepare a final desk review report including findings, conclusions, and actionable recommendations.

The Consultant’s functions do not include managerial, supervisory and/or representative functions. The consultant shall work in close cooperation with the PMM and IOM Project Team and will report to the IOM’s point of contact (PoC).

The above-listed activities are subject to further revision with the consent of IOM, in coordination with the PMM in line with the emerging requirements of the Project. If required by IOM, the consultant may provide additional consultancy services related to her/his competencies and expertise, in line with this Terms of Reference.

 

Organizational Department / Unit to which the Consultant is contributing:  Support to the Türkiye – Italy Bilateral Cooperation on Cross Mediterranean Migration Irregular  Flows Project

The consultant will be reporting to IOM and will work in close coordination and collaboration with the Project Team. Approvals will be required for the deliverables from IOM and PMM, upon submission of the deliverables stipulated in section 6. 

After submission of the deliverables listed, IOM and PMM may have some comments and revision requests on the deliverables. All documents and data provided to the consultant are confidential and cannot be used for any other purpose or shared with a third party without any written approval from IOM.

Responsibilities

Tangible and measurable outputs of the work assignment 

Assignment Delivery Date
Preparation of workplan and desk review methodology  within 10 days after assignment 
Submission of draft desk review report  within 30 days after the approval of workplan and methodology
Submission of final desk review report and present the findings to IOM and PMM within 15 days after the feedback received for draft report

Payment will be made upon the successful completion and approval of the “final desk review report” in one (1) instalment. 

The reporting and deliverables language shall be in Turkish. All information shall be provided in electronic versions in Word and PDF format. The consultant shall be solely liable for the accuracy and reliability of the data provided and links to sources of information used. If translations to other languages are required, IOM will translate the outputs into relevant languages.

Qualifications

Education, Experience and/or skills required

  • Master’s degree in Migration Studies, Political or Social Sciences, International Relations, or other related disciplines.
  • PhD in one of these or other relevant fields is an advantage.

Experience: 

  • At least 3 years of relevant experience in social cohesion, migration, or mobility research.
  • Proven experience in conducting literature reviews, comparative policy analysis, and producing analytical reports.
  • Strong interest in research on migration related matters in European countries.
  • Experience in the United Nations Systems is an asset.

Language: Fluency in Turkish and English

No travel is required under this Consultancy. 

The Consultant may, however, be invited to attend coordination or consultation meetings in Ankara, subject to the needs of IOM and PMM. The travel costs, accommodation costs (bed and breakfast) and living costs (terminal expenses, intra- city travel costs, lunch, dinner, etc.) of the missions to other provinces of Türkiye will be arranged  and borne by IOM. IOM will arrange economy class round-trip flight tickets through its contracted Travel Agency.

As per UNDSS rules, the consultant is responsible for completing necessary online security training and submitting certificates and travel clearance prior to assignment-related travels.
