Project Context and Scope
Under the overall supervision of the Senior Protection Coordinator and the direct supervision of the Programme Manager, the Gender-Based Violence (GBV) Consultant will be responsible for leading and facilitating the technical oversight in all programmatic aspects related to GBV work, rolling out GBV Case Management (CM) activities and contributing to broader GBViC programming, coordination, and capacity-building effort.

Responsibilities

Tasks to be performed under this contract
 
  • Design and implement a tailored GBV CM rollout plan that reflects the operational context and team capacity.
  • Lead the development and delivery of capacity-building initiatives for IOM team and its partners on GBV prevention, mitigation, response, and case management practices. This includes facilitating training sessions for caseworkers and focal points on GBV CM principles, survivor-centered approaches, ethical documentation, and referral procedures.
  • Take part in the recruitment of GBV case workers and team members as part of the roll out plan. 
  • Develop and adapt GBV CM tools and SOPs, including intake forms, consent forms, and case tracking systems, ensuring alignment with global standards, guidance from in-country GBV AoR, and contextual relevance. This may require contextualization to respond to migration crisis and responding to migrant survivors of GBV.
  • Supervise the implementation of activities related to the GBV portfolio, monitoring daily key programmatic areas, including but not limited to GBV case management, management of women and girls' safe spaces, and emergency safe shelter, in line with GBV interagency minimum standards and best practice guidelines for the sector.
  • Contribute to the design, implementation, and monitoring of GBViC activities focused on prevention, response, and risk mitigation in crisis settings.
  • Collaborate with civil society organizations, women’s groups, and community structures to develop localized protection processes and advocate for inclusive GBV services.
  • Promote the integration of protection and GBV interventions into IOM and humanitarian planning documents and contribute technical inputs to donor reporting and project development.
  • Provide ongoing technical support and mentorship to caseworkers and protection focal points to ensure quality and ethical case management.
  • Develop and disseminate guidance notes, training materials, and documentation of best practices to support continuous learning and institutional memory.
  • Ensure ethical management and confidentiality of GBV-related data through training, supervision, and adherence to data protection protocols.
  • Conduct protection needs assessments and safety audits and share findings and recommendations with relevant IOM units and partners to inform programming.
  • Prepare and contribute to reports, briefings, and background notes on protection and GBV-related activities for internal use, donors, and external stakeholders.

Qualifications

Education & Experience

Master’s degree in law, political science rights, international relations, cooperation and development, humanitarian action or a related field from an accredited academic institution with two years of relevant professional experience below: or, 

Bachelor’s degree in the above fields with four years of relevant professional experience.

 
 
Languages

For all applicants, fluency in English is required (oral and written) and proficiency in Arabic is highly desired.

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
 
Travel required

The incumbent may be required to travel to field locations regularly depending on operational needs and the availability of funds.
