What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The position contributes to the effective implementation of ICRC’s cooperation strategy at the Gaza Sub-delegation level by supporting the Palestinian Red Crescent Society (PRCS) in strengthening its health-related services and projects. The position ensures the integration of cooperation perspectives into ICRC’s health programming, promotes alignment with PRCS National Society Development (NSD) priorities, and supports capacity building and operational coordination to achieve sustainable and principled humanitarian outcomes.
Accountabilities & functional responsibilities
- The oversee and monitor the implementation of joint health-related cooperation projects, including the physical rehabilitation project (PRP), emergency department at the PRCS health facilities and joint activities and support to strengthen Primary Health Care Centers (PHCCs) of the PRCS across the Gaza Strip.
- Conduct regular field visits to assess progress, identify challenges and provide technical and operational guidance.
- Provide technical guidance and advice on how to enhance the effectiveness and impact of joint ICRC and PRCS health related activities.
- Ensure close coordination between PRCS health activities and the ICRC health team in Gaza, fostering complementarity and added-value synergies.
- Support the development of Plan of Action to strengthen PRCS Emergency Medical Services and contribute to relevant capacity- building initiatives as appropriate.
- Identify capacity gaps and propose tailored support or training to enhance technical competencies.
- Facilitate training sessions, workshops and coaching activities for the staff and volunteers of the PRCS.
- Support the alignment of health-related cooperation activities with the overall cooperation and health strategies.
- Provide regular operational and progress reports related to health cooperation activities and projects.
Additional duties and responsibilities
- Follows up on all work-related messages and correspondence with the relevant contacts and departments
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
- Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
- Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
- Takes responsibility for their own professional learning and development
- Be present in PRCS Gaza health facilities at least two days per week to provide direct hands-on support to PRCS based on the identified needs and requests.
- Writes minutes of workshops and meeting.
- Provides contributions to internal reporting mechanisms.
- Interprets accurately from English to Arabic language and vice versa during field visits and otherwise, as required.
- Monitors the translation of documents as required.
Desired profile and skills
- University degree in public health or any other related field.
- Minimum 2–3 years' experience in a similar position.
- Previous experience working for the ICRC or another Movement component (NS and/or International Federation of Red Cross and Red Crescent Societies) an asset.
- Excellent command (spoken and written) of English and Arabic.
- Computer proficiency.

Scope & impact
- Geographical remit: delegation- or sub-delegation level.
- Is in charge of several files, under the supervision of the Movement Cooperation Coordinator.
Relationships
- Internally, interacts with the entire Cooperation team and other staff who work with the PRCS.
- Externally, develops and maintains a network of contacts within PRCS and other Movement partners at the administrative and programming levels.
