Organizational Setting

Guided by the Country Program Framework 2023 -2027, FAO’s country programme in Egypt is aligned with country priorities as expressed in national strategies such as; Vision 2030, Updated Sustainable Agricultural Development Strategy and Action Plan (SADS-2030), National Water Resources Plan 2017-2037, Egypt National Climate Change Strategy-2050 and First Updated Nationally Determined Contributions (2022), National Food and Nutrition Strategy (2022-2030), Egypt National Action Plan for Antimicrobial Resistance (2018-2022), Programmer (2022), National Strategy for the Empowerment of Egyptian Women, 2030, Haya Karima Initiative (Decent Life – Sustainable Rural Communities) 2019-2030, Nexus of Water, Food and Energy (NWFE) Program, and residential Initiative “Bedaya – A New Beginning for Human Building”.

Through the support of various international donors, FAO Egypt is implementing a growing portfolio of projects covering but not limited to; land and water enhancement, agriculture production, animal health, climate change adaptation, agrifood value chain development, food security and nutrition and support to vulnerable rural and smallholder farmers. Further, a pipeline of projects covering climate change adaptation, natural resources management, biodiversity restoration and risk reduction is expected. FAO Egypt also sits in various coordination mechanisms in the country, in a strategic capacity as well as a technical lead for food systems and agriculture.

To deliver its program, FAO Egypt is working with several line ministries such as Ministry of Agriculture and Land Reclamation Ministry of Environment, Ministry of Foreign Affairs, Ministry of Health and Population, Ministry of Social Solidarity, Ministry of Water Irrigation, and Ministry of Youth and Sports.


Reporting Lines

Under the overall supervision of the FAO Representative in Egypt (FAOR-EGY), the direct supervision of the International Programme Specialist (Project Manager), and the day-to-day guidance of the Senior M&E Expert, and in close collaboration with the FAO Egypt Country Office, the M&E Technical Analyst will work closely with project beneficiaries, government agencies, and other stakeholders to ensure the achievement of the projects’ objectives.


Technical Focus

The M&E Technical Analyst will provide technical, analytical, and operational support to ensure that monitoring systems, tools, and reporting mechanisms produce high-quality, useful data. He/she will lead data collection, compilation, analysis, and reporting on technical and field results, providing continuous support and guidance to field teams, implementing partners, and line ministries.

In particular, the M&E Technical Analyst will provide technical expertise to support the monitoring and evaluation requirements of the project “Modernisation of Irrigation Techniques to Improve the Livelihoods of Smallholder Farmers in Upper Egypt”. The project, funded by the Government of the Netherlands and implemented by FAO in cooperation with the Ministry of Water Resources and Irrigation (MWRI) and the Ministry of Agriculture and Land Reclamation (MALR), aims to improve the livelihoods of smallholder farmers through modernization of irrigation systems and promotion of Climate-Smart Water Management (CSWM) practices. To ensure evidence-based planning and effective reporting of results, FAO seeks to recruit an M&E Technical Analyst to strengthen monitoring, evaluation, and learning functions. The position will ensure that field data, analytical outputs, and project reporting are aligned with the project’s Results Framework and donor requirements.


Tasks and responsibilities

1) Monitoring and Data Management
• Maintain the M&E framework and data collection plan consistent with the projects’ Results Framework.
• Update monitoring tools and templates for field data collection (FFS, LUC, irrigation performance, MSE, gender, etc.).
• Ensure data quality and consistency across field coordinators, implementing partners, and government counterparts.
• Manage and update the project database with proper verification and validation.
• Integrate remote-sensing data (WaPOR and other satellite tools) for water productivity and land-use monitoring.

2) Analysis and Reporting
• Compile and analyze project data to assess progress against indicators and targets.
• Prepare analytical summaries, technical briefs, and visual dashboards.
• Support preparation of semi-annual, annual, and ad hoc project performance reports.
• Collaborate with research centers and universities on harmonizing field and R&D data for policy notes.
• Document lessons learned, success stories, and impact findings.

3) Capacity Building and Technical Support
• Provide training and guidance to field teams and partners on M&E tools and indicators.
• Conduct supervision missions to verify data accuracy and implementation quality.
• Build capacity on data quality assurance and results-based reporting.
• Advise management on risks and performance gaps identified through M&E results.

4) Coordination and Communication
• Coordinate with FAO M&E and GIS units for alignment with corporate systems.
• Support coordination with implementing partners for joint monitoring and reporting.
• Contribute to project review meetings, policy discussions, and knowledge sharing.
• Support visibility and communication activities through preparation of fact sheets and data-driven visuals.

5) Perform other duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• Advanced university degree in Agricultural Engineering, Water Resources, Environmental Science, or related field.
• At least 5 years of relevant M&E experience, preferably within agriculture or water management projects.
• Working knowledge in the English and Arabic languages.
• National of Egypt.

Technical/Functional Skills

• Experience with FAO, UN agencies, or donor-funded projects is desirable.

• Strong analytical and reporting skills using Excel, Power BI, or similar tools.
• Strong organizational and analytical skills.
• Ability to synthesize technical data into concise reports.
• Capacity to guide multidisciplinary teams.
• Effective coordination and communication abilities.
