Mission and objectives

UNFPA, the United Nations Population Fund, is the lead UN agency for delivering a world where
every pregnancy is wanted, every birth is safe, and every young person's potential is fulfilled.
UNFPA is on the ground improving lives in about 150 countries, home to 80 per cent of the world’s population. In these countries, the Fund is a catalyst for progress.
Ensuring sustainable financing for SRHR in the current economic landscape requires greater reliance on domestic public resources and building on strategic private-public partnerships and innovative financing approaches to accelerate the shift from funding to financing the International Conference on Population and Development (ICPD) agenda. To achieve its 2022-2025 Strategic Plan, UNFPA aims to boost access to sustainable financing for SRHR from various sources to implement the ICPD agenda.
As part of this effort, the organization seeks to establish and expand partnerships to strengthen
financing architectures and promote innovative financing modalities for SRHR.
The position is placed in a small team led by the UNFPA APRO Regional Health Economic Adviser,
coordinating UNFPA’s strategic efforts to expand and leverage public and private financing in its
mandated field in Asia and the Pacific.

Context

As a member of the regional HR team based at the UNFPA Regional Office for Asia and Pacific (APRO) and serving Regional and Country Offices, you will be working closely with the Senior. HR Business Partner for the provision of a full range of high-quality HR services and programs to clients in the Regional Office and in Country Offices across the Asia and Pacific region.

The HR Analyst, Client Services will strive to ensure delivery and flawless execution of HR services and programmes to field-based managers and staff. The HR Analyst will support managers and staff in the Regional Office and the Country Offices in matters concerning talent sourcing, recruitment, onboarding and induction, mobility, performance management, workforce planning, diversity and inclusion, HR operations including contract management, contributing to policy development and advice training and career development and data analytics.

Task description

Within the delegated authority and under the supervision of the Senior HR Business Partner (HRBP) or his/her designated mandated representative(s), the HR Analyst will be responsible for :

A.Delivering comprehensive HR Services

• Develop a strong understanding of the rationale underlying HR policies to apply and interpret for staff and management on policies, processes and practices;
• Working with the Senior HRBP and in collaboration with team members and the respective program owners in Division for Human Resources (DHR), support the delivery of the full range of HR client services on the employment life cycle from recruitment and onboarding to contract management and separation, and support the effective implementation of key HR programs in the client area, such as workforce planning, global mobility, performance/talent management, career development and staff learning.
• Support the delivery of other HR programmes and initiatives in the client area.
• Use agreed metrics to measure service delivery in the client area, prepare monitoring reports and recommend corrective action as and when required.
• Research to adjust/improve HR policies, processes, practices or programs when warranted to strengthen HR client services in support of UNFPA’s strategic business objectives.
• Prepare briefs, reports and presentations for clients or internally in the team, as required.
• In coordination with the regional HR team members, analyze and report on the metrics of regional delivery of HR client services and provide analytical support on workforce trends and any custom HR analytics as required working closely with the HR Analytics Unit in the HR Directorate.

B.Partnership and coordination

• Work with relevant stakeholders to ensure compliance and programme delivery in the areas of duty of care, PSEA (Protection from Sexual Exploitation and Abuse), evaluation, audit, investigations, ethics.
• In collaboration with DMS (Division Management Services), PSD (Policy and Strategy Division) and Corporate HR participate in the definition and implementation of country realignment processes.
• Liaise with relevant UNDP-Benefit and Entitlements Services (BES) teamBES or local UNDP office for benefits and entitlements matters.
• Maintain and coordinate the master schedule of HR events in the regional offices where training/dissemination of corporate initiatives are included, to ensure consistency of coverage of country offices throughout the year.

C. Knowledge development and sharing

• Contribute to knowledge development and knowledge sharing on understanding the organization’s strategic objectives, clients’ business and related HR service delivery by actively participating the DHR Community of Practice as well as any relevant events in the client units.
• Participate in and contribute to special events organized for Client Services Teams for knowledge sharing and community building.
• Promotes synergies country offices in their learning activities, including on-the-job learning, while focusing on Region wide priorities.
• In coordination with the relevant HR colleagues, coordinate regular Information sharing and capacity building sessions for HR focal points in the field.
• Liaise with HR colleagues within and outside the UN System to build knowledge and share current good HR practices.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities :

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs

• As an active HR team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNFPA staff members in the accomplishment of their functions, including :
o Delivery of quality HR advisory services.
o Improved time-to-recruit.
o Improved and strengthened HR processes.
o Consistent and relevant onboarding process, ensuring new staff have a positive experience of UNFPA and are successfully integrated into their new role and the organization.
o Development of the capacity of HR focal points across the region, through coaching, mentoring and formal on-the-job training.
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
