Background:

The purpose of Area Support Manager position is to provide sufficient support to relevant program in area level and sub-offices. The position leads and provides support to the Support units while making sure that staff comply with NRC and donor guidelines. The position shall lead all support related matters in NRC South Sudan, Jonglei Area Office.  The Support Manager will ensure that all support functions are providing high quality and efficient support for programme implementation. 

 

What you will do:

 

The Area Support Manager plays a strategic and operational role in ensuring that all support functions such as finance, human resources, logistics/procurement, administration, and ICT run efficiently across the area office and its sub-offices. This position serves as a key link between programme implementation teams and support departments, enabling quality, timely, and compliant delivery of NRC’s projects to affected populations. 

Generic Responsibilities:

  1. Line management responsibilities for directly reporting staff Finance, HR & Admin, Logistics and ICT. This includes the Performance management process, setting clear goals aligned to area strategy and priorities, and to follow up and support staff’s achievement. 

  2. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements

  3. Facilitate the Area Office support functions’ strategic input to the development of the Country Strategy and Plan of Action on behalf of Area manager 

  4. Provide input on operational support in proposal development, and coordinate and align operational support with programme plans

  5. Responsible for ensuring quality support to project implementation.

  6. In Consultation with Area manager, facilitate the Master Budget, area level budgets and BPO development, including assess and monitor costs and resource allocation needs

  7. In consultation with Area manager, he is responsible for the strategic development of Area level structures, technical systems, human resource capacity and allocation

  8. Responsible for development of new area specific technical SOPs, guidelines and tools

  9. Responsible for organisational learning related to programme support

  10. Responsible for technical capacity building of support staff 

  11. In consultation with Area Manager, he development holistic and needs based programmes, including cash-based interventions and marked based programmes

  12. Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the functions policies and procedures 

Specific Responsibilities:

  1. Monitoring & Reporting (Monthly BVA Meeting and other reporting)

  • Ensure monthly BVA’s are conducted to enable the budget holders track the level of spend against budget

  • Support budget holders in taking decisions related to budget realignment while ensuring compliance with donor rules and regulations

  • Support budget holders in providing financial details to know if there is need to request an NCE or not, especially if level of spend is low against implementation period

  • Coordinate and align operational support with program plans at Area level, ensuring procurement plans, HR plans and spending plans for each project are in place, Assess and monitor costs and resource allocation needs at Area level,

  • Organize weekly meetings with the Area support teams to review Procurement plan, Leave plans, Maintenance of Vehicles and other assets.

  • Prepare and submit timely reports and information to the area manager on a regular basis.

  • Ensure that all the spending plans are worked and posted

  • Ensure that all the procurement plans are plan and executed as per initial plans

  • Ensure that monthly log reports are submitted timely

  • Ensure that all the program and support documents are posted on filling tree. 

 

  1. Capacity Building:

  • Train budget holders and non-budget holders in financial management responsibilities and the use of NRC internal tools (NRC internal budgeting tools, Budget monitoring tools, (BVA, BPO), financial policies, procedures, and best practices 

  • Strengthen the HR and Admin policies, Codes of Conduct, Duty of Care and other HR SOPs

  • Ensure that the Logistic teams is in compliance with procurement, Assets and Warehouse SOPs

  • Ensure that all staff are trained on Mandatory courses like PSEA, Child Safeguarding and any other courses. 

  1. Budgeting and Planning:

  • Collaborate with finance teams to develop budgets for specific projects or programs within the area.

  • Consult with Area manager on how to prepare and manage budgets for the area, ensuring alignment with program goals and donor requirements.

  • Provide input insights to Finance team and enhance the accuracy and relevance of the budgeting processes

  • Cash Flow Management: Consolidate cash flow forecast from different CCs to ensure sufficient liquidity is available to support smooth program implementation 

  • Consult with Area manager on the use of support budgets and creation of new lines.

  • Consult with Area Manager on the creation of new position in the support functions.

  1. Compliance and Risk Management.

  • Ensure compliance with local financial regulations and laws.

  • Collaborate with finance teams to address any potential risks or issues related to financial management

  • Implement and monitor internal controls to safeguard financial assets and prevent irregularities

  • Responsible for corruption mapping and mitigation practices and procedures in the programme including Risking mapping training.

  • In collaboration with programme and support staff and maintain the standard filing and referencing system at Area level which ensures that complete documentation exists for all transactions

  • Ensure that recruitments in the Area Office and fields are free and fair by following the NRC’s Recruitment guidelines

  • Ensure that all staff contracts are up to date 

  • Ensure that the exiting staff interview is conducted

     

Other generic Roles: 

  • Responsible for corruption mapping and mitigation practices and procedures in the programme.

  • Ensure adequate and fit-for-purpose support strategy rooted in staff capacity development.

  • Ensure that all rules, regulations, routines, procedures, SOPs are accessible to and known by all staff.

  • Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies

  • Provide an enabling environment for the implementation of cash-based interventions, including multipurpose cash assistance, emergency cash responses

  • Any other tasks as delegated by the Area manager 

What you will bring:

  • University master’s degree or Degree, in management, Business administration is preferable. 

  • Minimum of 5 years of experience in a senior management position in a humanitarian/ recovery context. 

  • Experience working in complex and volatile contexts.

  • Allocation of resources and costs expertise

  •  Fluency in English, both written and verbal and working Arabic

  • Knowledge of Regional/Greater Upper Nile context. 

  • Experience in implementation of humanitarian projects/programmes. 

  • Solid knowledge of HR, finance and logistics routines in a humanitarian context 

  • Excellent communication skills and ability to process large amounts of liquid data.

  • Proficient in Agresso, QuickBooks, or similar ERP systems.

  • Strong understanding of donor compliance, audit requirements, and internal control systems.

  • Demonstrated experience in managing HR processes, including recruitment, performance management, staff development, HR record keeping and employee relations.

  • Strong grasp of national labor laws and organizational HR policies and procedures.

  • Knowledge of cash-based interventions and market-based programme

Context related skills, knowledge and experience:

  • Ability to collaborate with local authorities where support function is required (e.g Assets disposal) 

  • Solid knowledge of Finance, HR, ICT and Logistics routines in a humanitarian context

  • Excellent communication skills

  • Ability to process large amounts of liquid data

Prolonged flooding, due to abnormal rainfall, impacts agriculture and intensifies existing vulnerabilities of affected people. In 2022, an estimated 8.3 million people are experiencing severe food insecurity as shocks are intensifying. The cumulative impact of recurrent flooding also contributed to the destruction and damage to water facilities, leaving vulnerable people in urgent need of WASH services and limited access to basic services including health and education.
