What you will do:
Generic responsibilities:
Line management of CC Coordinators and Team Leaders in the area.
Responsible for support to integrated programs, coordination and technical quality of the field office, Project Cycle Management (PCM), monitoring and evaluation of projects.
Provide specific and relevant inputs from the field on Key Competency strategies.
Provide high level technical oversight of needs assessments, studies, evaluations at area level
Ensure compliance with donor standards, grant management and regular reporting due from the field office
Identify financing opportunities and develop a financing strategy and forecast in the area of intervention
Contribute to the management of grants and BPO allocations in the area
Comply and abide by NRC policies, procedures, and guidelines
Ensure that the appropriate frameworks are in place for a successful program and financial audit.
Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums.
Promote the rights of IDPs/returnees in line with the advocacy strategy.
Specific responsibilities:
Responsible for organizing PCM {Grant Opening Meeting (GOM), Grant Review Meeting (GRM) and Grant Closing Meeting (GCM)} Meetings for multiple and unique key competency projects at area level.
Responsible for program implementation with high quality and cost-effectiveness
Provide support to programme staffs during monthly budget monitoring and updates in spending plans for program budgets
Review project reports for the area before submitting them to the area manager
Regular site visits for the implementation of projects
Ensure that NRC resources are used in accordance with humanitarian principles in the area
Ensure compliance with contractual commitments, while considering key lessons learnt from the implementation of projects in the area
Contribute to capacity building of all programmes technical staff
Promote innovation and learning at area level
Contribute to the development of the area of intervention and the development of Core Competence (CC) strategies, initiate and participate in the relevant development of Key Competence projects
Ensure the participation, the contribution of the Support Skills to the development and the implementation of the project
Provide weekly updates on project progress to Area Manager.
Upon delegation, represents the Area Manager in the area
What you will bring:
Generic professional competencies:
Minimum 2 years of experience from a program management position level in a humanitarian /recovery context
Experience from working in complex and volatile contexts
Experience and working knowledge in both emergency response and durable solutions
Documented results related to the position’s responsibilities
Expertise in one or more of NRC core competency is an asset
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal required
Context/ Specific skills, knowledge and experience:
Knowledge of the context in the area is an asset
Good knowledge of donor regulations
Experience in advocacy
Experience with project start up/exit
What we offer:
Duty station: One will be based in Mueda and another in Pemba
Contract: 12 Months national contract (Renewable)
Travel: 50% to target project locations in the Localities and IDPs Camps
Salary/benefits: grade 9 on NRC’s national pay scale.
