To provide advice, analysis and substantial contributions to Emergency Preparedness and Response (EPR) operations; and manage EPR operations to ensure an effective preparedness and response in terms of food assistance, capacity strengthening and or service provision requirements.

ABOUT PROGRAMME OFFICER AT WFP

This position is based in Maseru and reports to Deputy Country Director.

THE ROLE

To provide support to policy and programme activities that effectively meet food assistance needs. The position serves as activity manager for EPR.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Lead cross-functional analysis, including context analysis to inform emergency preparedness and response.
  • Facilitate cross-functional coordination from other functional areas to ensure that emergency preparedness andr response is delivered in a coherenct, integrated and efficient manner.
  • Provide direction and operational guidance to, and oversight for the WFP emergency preparedness and  response (EPR); and strenthen  the Government`s capacity in EPR ( Early Warning Systems, Anticipatory Action and Response);
  • Coordinate EPR activities with the Government counterparts, UN agencies, donors, NGOs and regional organizations, including representing WFP in the United Nations Disaster Risk Management Team (UNDRMT);
  • Ensure the effective design, development and/or revision of WFP’s programme/concept of operation (CONOPS) and prepare first-level project documents/revisions related to the EPR for clearance/approval;
  • Monitor and manage the utilization of resources to ensure expenditures are in-line with the agreed spending plan e.g. EPR projects including allocations made by the Strategic Resource Allocation Committee (SRAC), Immediate Response Account (IRA) etc.
  • Ensure that EPR activities complies with the WFP rules, regulations and policies
  • Support the development of tailored climate products that meet the needs of end-users, including both local planners and vulnerable and food insecure communities.
  • Implement activities that strengthen access to better climate and weather information through the most suitable dissemination channels and engage key partners to ensure sustainability.
  • Capacitate partners on seasonal forecasts (how to access, translate and communicate key information to different audiences through different methodologies)  
  • Responsible for producing periodic reports related to EPR (early warning, preparedness and response, and anticipatory action)


QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: A minimum of 5 years' experience in emergency preparedness and response.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has gained experience in implementing technical programs (i.e. nutrition, etc.).

  • Has implemented programmes and provided input into designing operations.

  • Has provided input into policy discussions and decisions.

Language: Fluency (level C) in English language and the duty station’s language, if different.
