This position is located in the Information and Communications Technology Services Section (ICTSS) of the Division of Publications Conference and Knowledge Management (PCKMD) at the United Nations Economic Commission for Africa in Addis Ababa, Ethiopia. The incumbent will work under the general guidance of the Chief, User Services Unit (USU) and under direct supervision of the Telecommunications Engineer:
Responsibilities
Within delegated authority, the Senior Broadcast and Conference Operations Operator (Supervisor) will be responsible for the following duties: • Assists the Broadcast and Conference Operations Officer Telecommunications Engineer in managing the studio production operations, radio or post production operation, conference operations including Audio/Video systems, microphone management and simultaneous Interpretation Systems, broadcast engineering maintenance, or network services including the network Media Asset Management Systems (MAMS) and Broadcast Automation System (BAS), and client access to the MAMS and BAS. • Designs, installs and operates video conferencing, Audio Visual as well as conference management and simultaneous interpretation systems. • Leads the design and installation of hybrid conferencing systems including configuration and integration of virtual platforms into physical room AV infrastructure. • Operates and supervises livestreaming infrastructure and services to social media and UN Web TV sites. • Oversees the operation of digital signage and automated content distribution systems. • Participates in the development, programming, testing, debugging and implementation of new computer application systems releases, modules and functionalities, and conducts version management. • Designs, develops and installs computer application systems software and hardware according to specifications, using appropriate monitoring tools , as well as UN established standards for IT technologies and tools and produces monitoring reports. • Manages, designs, creates, produces and maintains technical documentation for relevant computer application systems and products; administers changes to technical documentation in accordance with prevailing change management and operation procedures. • Keeps abreast of developments in the field, conducts research on new technologies, proposes new acquisitions and provides support on computer applications systems development matters, establishes and maintains internal databases and applications in assigned area; performs complex troubleshooting for various applications. • Co-ordinates on a daily basis with concerned departments such as DPI, DGACM and BCSS and contributes to planning schedules for resources (staffing and equipment) for regular and special events. • Serves as team leader in projects dealing with the planning, specification, design, development, implementation and maintenance of simple computer application systems; liaises with users to define and specify requirements; builds, tests and modifies prototype computer application systems; performs installation and maintenance of computer applications systems in user offices. Also, serves as a focal point for scheduling, maintenance and calibration of all equipment used in broadcast production, congress microphone and simultaneous interpretation and all related MAMS and BAS equipment. • Prepares all periodic completion reports, daily and monthly, based on work done by technicians. Supervises technical support staff, including planning work schedules, distribution of work assignments, determines shifts, and determines the need of additional temporary technicians. Conducts performance evaluation of all technicians to maintain a high level of performance. • Participates in the recruitment of temporary staff, schedules and supervises their work • Liaises with senior officers, delegations and coordinates with host countries on scope and requirements and provides technical support for committees and meetings/conferences to be held away from Headquarters, other UN Offices or Regional Commissions. • Determines the material and human resources requirements for meetings and ensures that all required services are available. Prepares the cost estimates for consideration by the requesting office. • Conducts hands on operational training for operators under an assigned unit such as studio broadcast, post production, engineering, audio visual, broadcast, Congress Microphone and Simultaneous Interpretation equipment as related to Conference Operations; or the MAMS and BAS. • Deputizes the Telecommunications Engineer and acts in their absence. • Performs equipment operations and other duties as required. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures.

Work Experience
A minimum of ten years (10) of experience in technical conference operations, CMSI systems, broadcast operations, studio production, videoconference production, hybrid conferencing or related area is required. The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher. Hands on experience with diverse Conference Management and Simultaneous Interpretation (CMSI) technologies, video conferencing systems and audio-visual technologies, digital signage as well as different virtual meeting platforms, including live streaming and production softwares is required. Experience with Audio Visual (AV) systems over internet protocol and implementation of AV in a broadcast LAN (BLAN) environment is desirable. Hands on experience with configuring, troubleshooting, maintenance and management of LED video walls is desirable. Experience with application of Artificial Intelligence (AI) in conferencing technology is desirable. Training and/or certification in AU over IP technologies like Dante or similar technologies is desirable. One year or more of experience in data analytics or related area is desirable.
