This is to announce that Amman delegation has a vacancy for a Regional Integrity Advisor at the RRN office in Amman, Jordan.

The Regional Integrity Advisor contributes to fostering a regional culture of integrity, prevention, and accountability, emphasizing awareness and behavioural change rather than investigations.

The role has a particular focus on preventing misconduct related to sexual abuse, exploitation, harassment, and fraud, ensuring that institutional standards are upheld and understood throughout the covered delegations.

The position requires a strong presence in the field, an ability to engage diverse teams, and the confidence to facilitate sensitive discussions constructively and objectively.

 

PURPOSE

Integrity is fundamental to the ICRC’s identity. It underpins our neutrality, credibility, and the trust placed in us by affected populations, partners, and staff.

The Regional Integrity Advisor plays a vital role in translating these values into everyday practice across the region. Through guidance, training, and active engagement with leadership, teams, and field staff, the Advisor supports individuals in navigating ethical dilemmas, making principled decisions, and fostering a culture of respect, inclusion, and accountability.

This role has a strong focus on institutional integrity priorities, especially the prevention of sexual exploitation, abuse, and harassment (SEAH) and fraud prevention, ensuring these standards are understood, owned, and applied at all levels of the organization. It is a people-centered, field-facing role that requires tailoring messages to different audiences, from senior management to field teams, and communicating confidently and neutrally, even in sensitive or challenging situations.

RELATIONSHIPS

·       Internally: Works closely with Heads of Delegation, Heads of Support, HR, Staff Health, Learning & Development, Ombuds, and all métiers to integrate integrity considerations into daily management and operations.

·       Externally: Engages with peers in other Movement components, humanitarian organizations, and relevant national or regional entities to exchange best practices and strengthen collective prevention efforts.

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

 

ACCOUNTABILITIES AND RESPONSIBILITIES

 

1.       Regional and Delegation support

  •        Under the supervision of the Head of Support (red line) and functional guidance of the Regional Integrity Coordination (blue line), implements and monitors the integrity framework and Code of Conduct roadmap across covered delegations.
  •        Provides contextualized advice to managers and staff on integrity-related matters, ensuring consistent understanding of institutional standards.
  •        Promotes reflection and dialogue on ethical decision-making, with a particular focus on PSEAH and fraud prevention.
  •        Encourages managerial ownership of integrity as part of organizational culture and everyday leadership.

2. Field engagement and proximity

 

  •        Regularly travels to the field to engage directly with staff and management across delegations, ensuring integrity messages are practical, relatable, and context-sensitive.
  •       Reads audiences effectively and adapts tone and approach to diverse cultural and operational environments.
  •        Acts as a trusted and neutral resource person, capable of listening, clarifying, and offering constructive support even in challenging discussions.
  •        Facilitates discussions on integrity dilemmas and helps operational teams apply institutional standards in real-life contexts.

3. Collaboration and prevention

 

  •        Works closely with HR, Risk, Compliance, and Protection/Assistance departments to turn identified risks, lessons learned, and audit findings into concrete preventive actions.
  •        Contributes to due diligence efforts with partners and suppliers, helping strengthen their ability to prevent and respond to fraud or sexual misconduct.
  •        Supports and participates in PSEAH working groups or initiatives, ensuring coherence, survivor-centered approaches, and alignment with institutional commitments.
  •        Identifies communication and training needs and develops or adapts materials reflecting field realities and regional diversity.

4. Reporting and knowledge-sharing

 

  •        Provides regular feedback and analysis on integrity trends, challenges, and progress across covered delegations.
  •        Highlights patterns or emerging risks related to PSEAH and fraud and proposes preventive or corrective actions.
  •       Shares concrete practices and supports harmonization of prevention and awareness efforts in the region.
  •       Respects confidentiality, information management rules, and institutional boundaries between prevention and case management.

5. Acquisition and internalization of Code of Conduct standards

 

  •        Promotes a clear and consistent understanding of the ICRC Code of Conduct Framework across all delegations covered.
  •       Ensures that staff at all levels, from field teams to senior management, are familiar with key institutional standards, including PSEAH, fraud prevention, respectful behaviour, and expected professional conduct.
  •      Supports managers in integrating CoC standards into daily leadership practices, team discussions, induction processes, and operational decision-making.
  •       Identifies gaps in knowledge or misconceptions and provides targeted support, guidance, or learning sessions to strengthen practical application of the CoC in real-life scenarios.
  •       Ensures that complex or sensitive standards are communicated in an accessible, culturally relevant, and field-adapted manner.

REQUIREMENTS KNOWLEDGE & EXPERIENCE

 

  •    Education: University degree in social sciences, law, organizational development, international relations, or a related field.
  •    Experience: Minimum 6 years of professional experience, preferably in integrity, safeguarding, ethics, compliance, or learning & development functions within international or humanitarian settings.
  •     Regional understanding of the Middle East context and its operational and cultural sensitivities is an asset.
  •       Proven ability to remain neutral and composed when facilitating sensitive discussions or addressing differing views.
  •        Strong public speaking and facilitation skills, with the confidence to lead group sessions, adapt content to various audiences, and respond to challenging questions.
  •      Excellent interpersonal and communication skills, able to engage effectively with field teams to senior management.
  •     Capacity to learn quickly and translate institutional policies (e.g., on PSEAH and fraud prevention) into accessible, field-relevant messages.
  •     Willingness and ability to travel frequently within the region, including to complex environments.
  •        Languages: Fluency in Arabic and English required; French is an asset.
  •       Technical: Proficient in computer and presentation skills.

 

Additional Note 

This position focuses on prevention, awareness, and the promotion of an ethical work culture, in close collaboration with management and the functional Integrity Coordination team. It does not involve investigations or access to individual case data handled by ERCO.
