About the Project Office

Since 2004, UNOPS has partnered with the Government of Haiti, UN agencies, and international organizations to deliver high-quality project management, procurement, logistics, and technical services. With a strong focus on infrastructure and service delivery, UNOPS provides engineering expertise and governance support to implement projects that improve the lives of Haitians. The Haiti Country Office has played a key role in advancing critical infrastructure, including hospitals, roads, renewable energy systems, and housing. It has also supported the health sector by procuring essential medical equipment, ambulances, and other supplies. In recent years, UNOPS has delivered large volumes of IT equipment, vehicles, and goods to support institutional capacity. These efforts are aimed at strengthening public services and contributing to Haiti’s sustainable development.

Job Specific Context

The Senior Portfolio Manager (IFI Portfolio) will play a pivotal role in ensuring strategic alignment, delivery quality, and partnership coordination across UNOPS Haiti’s portfolio of IFI-funded projects. The incumbent will combine technical oversight, infrastructure expertise, and stakeholder engagement to ensure effective delivery and continued growth of the national portfolio. The position reports directly to the Country Director and works in close coordination with project managers, the PMO, and the Regional Partnerships team.

Role Purpose

The Senior Portfolio Manager is responsible for the strategic management, oversight, and expansion of the IFI-funded portfolio within the Haiti Country Office. The incumbent will ensure effective implementation, risk management, and stakeholder coordination, while supporting the design of new initiatives aligned with national priorities and UNOPS’ strategic objectives.

Functions / Key Results Expected

1. Portfolio Oversight and Delivery

  • Provide strategic oversight and quality assurance across IFI-funded projects, ensuring delivery within scope, schedule, and budget.

  • Serve as Project Executive on assigned project boards, ensuring alignment with partner expectations and UNOPS standards.

  • Support project teams in applying project management best practices, including risk, cost, and quality control.

  • Facilitate portfolio reviews, ensure timely reporting, and resolve delivery bottlenecks.

  • Ensure gender, sustainability, and social inclusion objectives are integrated into portfolio planning and implementation.

2. Strategic Partnership and Business Development (IFI Focus)

  • Serve as primary focal point for the World Bank, IDB, and other IFIs operating in Haiti.

  • Coordinate regular partnership reviews, ensuring effective communication, compliance with IFI frameworks, and proactive issue management.

  • Support the Country Director in identifying, developing, and negotiating new business opportunities with IFIs and key donors.

  • Collaborate with government counterparts and donors to align projects with national strategies and build strong institutional relationships.

  • Represent UNOPS in coordination and technical meetings with IFIs and the Haitian government as required.

3. Programme Development and Planning

  • Contribute to strategic and annual planning processes for the Haiti portfolio, ensuring coherence with the Regional business plan and UNOPS strategic plan.

  • Prepare project and portfolio briefs, concept notes, and risk assessments to inform senior management and partners.

  • Oversee preparation of project documents and ensure alignment with quality standards, safeguards, and infrastructure requirements.

  • Support the design of new initiatives, leveraging UNOPS’ technical expertise and infrastructure management capabilities.

4. Resource and Team Management

  • Supervise and mentor project managers and technical staff under the IFI portfolio, ensuring effective team performance and professional growth.

  • Plan human and financial resources to ensure optimal use and delivery efficiency.

  • Promote teamwork, gender balance, and knowledge sharing across the portfolio.

  • Ensure financial oversight and accountability for portfolio budgets, expenditure tracking, and compliance with cost recovery policies.

5. Knowledge Management and Innovation

  • Capture and disseminate lessons learned and best practices across the Haiti portfolio.

  • Promote the use of innovative tools, data analytics, and digital systems to enhance portfolio monitoring and reporting.

  • Contribute to regional and corporate knowledge-sharing networks, fostering continuous improvement and adaptive learning.

Education Requirements

Required

  • Master’s degree in Engineering, Project Management, Public Administration, Business Administration, or related field
  • Bachelor’s degree with two additional years of relevant experience may be accepted

  • Professional certification in Project Management (PRINCE2®, PMP®, MSP®)

Experience Requirements

Required

  • Minimum 7 years of progressively responsible experience in programme or portfolio management, preferably in infrastructure or development contexts
  • At least 3 years of leadership experience managing teams and budgets
  • Proven experience working with International Financial Institutions (World Bank, IDB, or similar) including familiarity with their procurement, safeguard, and reporting frameworks


Desired

  • Experience in UN system or other international organizations.

  • Experience in Haiti or the Caribbean region.

  • Experience in fragile or post-conflict environments
