About the role

Overall purpose of the role: The position of Country Finance Officer (CFO) is a crucial position within the Consortium with primary responsibilities for financial and other support functions for Consortium Management Unit in Yemen.

 

Responsibilities:

Ensure that financial transactions are carried out in a timely manner in accordance with general accounting principles and DRC and donor guidelines. Tasks and responsibilities include:

 

  • Support on coordinating the development of separate budgets, developed by all Consortium partners; revising, checking, and providing feedback, and finally consolidating separate budgets into a single budget based on donor templates.
  • Contribute to the development of proposals with regard to budgeting in cooperation with Consortium Members and the grants management team.
  • Monitor implementation vs spending across projects (burn rate) and flag any major under/overspending to consortium partners.
  • Support budget realignments, when necessary.
  • Ensure thorough and effective budgetary control for the consortium projects.
  • Support in allocating all the operations costs and the support staff to use the correct consortium project and budget lines.
  • Provide monthly financial BFU briefings to the CMU.
  • Support kick-off meetings, mid-term reviews, and closure meetings to ensure that information is shared effectively with relevant staff, including Consortium members.
  • Prepare and process consortium partners installments per project.
  • Review partners financial reports and upload them to ERP system (Dynamics) in a timely manner.
  • Support and lead the timely delivery of quality financial reports to donors and internal reports to the Consortium Management Unit and Steering Committee.
  • For proposal development, provide advice on donor compliance requirements to ensure high-quality proposals.
  • Ensure compliance with donor requirements at the budgeting stage and during implementation.
  • Contribute to the preparation of audits and lead the preparation for local audits
  • Provide CMU partners with effective support on the day-to-day financial implementation of the consortium projects.
  • Any other tasks given by the supervisor.

 

Experience and technical competencies:

  • Minimum of THREE years’ experience working for INGOs in the field of Finance.
  • Strong knowledge and hands-on experience with FCDO, ECHO, and EU-INTPA among other financial regulations and compliance requirements.
  • Advanced mastery of MS Excel.
  • Excellent communication, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context.    
  • Native Arabic with good professional English, both written and spoken.
  • Proven ability to plan long-term, organize priorities and work under pressure.

Education:

  •  Bachelor’s degree in Accounting, Finance, Business Administration, Commerce or Equivalent.

Languages:

  • English (fluent)
  • Arabic (native)

Position Band:  This position will be placed in the non-Management (H1) band.

Duty station:  Sana’a
