PROJECT BACKGROUND

GGGI, in collaboration with the National Institute of Green Technology (NIGT), Korea Environment Corporation (K-eco), and Nanyang Technological University (NTU), is implementing the ASEAN-Korea IMSWM project supported by the ASEAN-Korea Cooperation Fund (AKCF). Launched in September 2023, the project enhances regional capacity for integrated municipal solid waste management (IMSWM), supporting sustainable urban development and facilitating green investments across ASEAN Member States including Thailand, Indonesia, the Philippines, Cambodia, Lao PDR.

 

OBJECTIVES OF THE ASSIGNMENT

To achieve the project’s objectives, GGGI seeks a consultant to continue and complete the development of the ASEAN 2030 Municipal Solid Waste Management (MSWM) Strategy and Guidelines, and to facilitate consultations with ASEAN Member States (AMS).

Specifically, the consultant will:

  • Review and build on the work already undertaken to date, ensuring continuity and consistency.
  • Consolidate technical inputs, regional assessment findings, and best practices into a coherent strategy and guidelines.
  • Facilitate and complete regional and national-level consultations with ASEAN Member States and partners to validate findings.
  • Finalize the strategy and guidelines for endorsement through ASEAN mechanisms.

Provide ongoing technical support to GGGI and consortium partners to ensure timely completion and quality assurance.

EXPERTISE REQUIRED
  • Advanced degree (Master’s or higher) in urban development, environmental management, waste management, green growth, or a related field.
  • Minimum of 8 years of professional experience in the design, implementation, and management of waste, sanitation, circular economy, or similar projects in developing countries.
  • Proven track record in policy development (strategies, guidelines) and conducting feasibility or pre-feasibility studies in the waste and sanitation sector.
  • Demonstrated experience managing multicultural and remote teams.
  • Experience building effective partnerships with governments, development partners, donors, private sector actors, and technical service providers.
  • Experience in developing and delivering capacity-building programs, with familiarity in municipal solid waste management (MSWM) technologies and their application in the ASEAN context.
  • Good understanding of the challenges of the MSWM sector at both national and regional levels.
  • Excellent communication skills, with fluency in spoken and written English.
