Overview of position

More than two years of military operations in the Gaza Strip, led to severe damage to all aspects of life and humanitarian sectors, including health, education, mosques, tourist and economic facilities, water, sanitation, infrastructure, and electricity.

All of Gaza's schools have been closed since the conflict began on October 7, preventing thousands of students from getting the necessary education and a safe place to spend their days. A variety of alternative activities for children is a pressing priority for aid organizations to keep them off the streets and involved in an aspect of regular life. With 90% of school buildings damaged or destroyed and a large portion of the population displaced from their homes; Gaza faces a serious educational crisis. Children encounter several difficulties, such as losing their schooling and being more likely to experience trauma, malnutrition, and exploitation. When schools close, students' regular routines are disturbed, which increases tension and anxiety. Some parents try to teach their kids fundamental skills at home in the absence of official education, but many kids are still easily distracted and unsettled by their surroundings.

Our client is working with the Ministry of Education and other parties to return students to face-to-face education by rehabilitating and improving temporary learning spaces as well as rehabilitation of PA schools affected by minor damage.

As a result of the use of many government schools as a shelter for the Internally Displaced People (IDP), and as a result of the misuse of classrooms by the IDP, such as setting fire to classrooms to prepare food, etc., the walls and ceilings of the walls have become in need of deep cleaning, as well as repairing.

As scaling up of the education and returning the students to the in-person learning. Our client is planning to construct new learning centres and rehabilitate the existing ones.

The Field engineer will support Our client construction engineer with the assessment, supervision and the quality assurance for the construction projects.

Role objectives

Under the overall supervision of the Education Officer and the construction Engineer, the field engineer will provide technical support in the implementation of the education programmes during the period of assignment.

Key activities

Technical tasks:

  • Conducting field visits to the targeted shelters in order to identify suitable spaces for establishing temporary learning spaces, along with conducting a field survey and measurements.

  • Drawing layouts for the identified spaces.

  • Making periodic market survey to ensure the availability of the required construction material.

  • Assist in the reviewing or preparation of full tender documents.

  • Follow up on the time schedule for implementation of the programme and raise relevant issues to senior supervisor.

  • Assist the programme team to perform daily supervision for the different sites and/or in the factories throughout the Gaza strip.

  • Assist the programme implementation unit team in preparing daily and progress reports.

  • Maintain a proper filing system for the documents that conforms to the requirements needed for successful material control process or related to all site activities during the life cycle of respective contract.

  • Follow up on the different materials testing, and relevant approvals when needed.

  • Re-measure the implemented quantities on site to facilitate the payment to the contractors.

  • Inspection of submitted materials and follow up on the approval process till finalized.

  • Carry out different assessments (status, GPS, items, quantities) to the damaged facilities throughout the Gaza strip.

  • Perform other related duties as may be assigned by the supervisor.

Key Deliverables:

  • Submission of a monthly plan of activities

  • Data completed on KOBO during assessments.

  • Documentation for at least four field visits with any specific checklists made for the programme attached.

  • Weekly, and Monthly report with key activities, achievements, photos, Human interest story

Our client will process the payment on monthly basis. The payment will be done based on the approved attendance sheet other related supporting documents.

Project reporting
  • The Field engineer will be required to provide frequent and ad -hoc reports as per the request of the supervisor

Key competencies

The field engineer will be required to have excellence in the following competencies:

  • Data management

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) In addition to engineering software.

  • Working Knowledge in English and Arabic.

  • Ability to analyse a situation and produce structured reports.

  • Membership in the Palestinian Engineers Association

  • KOBO Toolbox

  • Networking and building partners.

The field engineer will not be required to manage teams. But the below managerial skills are required
