Overview of position

Our client Libya, with support from the Governments of Norway, is implementing a peacebuilding and local governance initiative aimed at empowering local actors through strengthened Local Peacebuilding and Development Committees (LPDCs). Central to this initiative is the development of a Community Projects Progress Tracking Application and Dashboard that enables community-based monitoring of Local Peacebuilding and Development Plans (LPDPs) and enhances accountability in local governance.

To ensure effective adoption and sustainability of this system, Our client seeks a qualified Consultant to conduct field-level trainings, capacity building, and data generation activities in the municipalities ofSharguiya,GurdaAshati, and Bint Baya. The consultancy will focus on facilitating knowledge transfer, building user capacity on the application, and generating baseline and real-time data inputs to populate the dashboard.

The overall objective is to facilitate the rollout and operationalization of the Progress Tracking Application by providing practical, hands-on training to municipal stakeholders and LPDC members, while collecting, validating, and uploading field-level data to strengthen the application’s functionality and database.

Specific objectives of the assignment include:

Build the capacity of municipal actors, LPDCs, and local stakeholders to use the tracking application effectively, gain confidence and autonomy in using the digital tool for project monitoring and reporting.

Support end users in recording, validating, and submitting accurate project progress data.

Facilitate participatory sessions to ensure local ownership of data and sustained use of the dashboard.

Generate a critical mass of verified project data for integration into the national monitoring platform.

Under the supervision of Our client Libya’s Social Cohesion Output Lead and in close coordination with municipal focal points, the consultant will undertake the following activities:

Task 1: Inception Report and Workplan

Task 2: Plan of Action for data collection, timelines, collection requirements and coordination mechanisms.

Task 3: Field Mentorship and Data Collection

Task 4: Reporting and Knowledge Transfer

Role objectives

Output Municipal and LPDC participants in Sharguiya, Gurda Ashati, and Bint Baya are actively using the Community Projects Progress Tracking Application and Dashboard for Monitoring & Evaluation of the Peacebuilding & Local Development Plans.

Activities:

a) Liaise with the service provider who will be developing the progress tracking application to acquire full understanding of the technical requirements and the user manual of the community projects progress tracking application.

b) Liaise with the municipalities of Sharguiya, Gurda Ashati and Bint Baya to locate, map and evaluate relevant data sources within the targeted municipalities, including across departments of local authorities, private sector companies, educational institutions, NGOs and CSOs.

c) Develop a detailed plan for collecting data, outlining timelines, collection requirements, and coordination mechanisms with data providers.

Output 2: The Progress Tracking Application is populated with verified and geo-referenced data entries from Sharguiya, Gurda Ashati, and Bint Baya, with designated municipal focal points in place to ensure continuous data updating and validation.

Activities:

d) Conduct one post-training mentoring session in each of the three municipalities ensuring awareness and user capacity of the progress tracking application. Ensure 30% participation of women and youth.

e) Implement testing protocols for data collection, and channel feedback to the service provider developing the progress tracking application on functionality and user satisfaction.

f) Support municipal focal points in collecting a minimum of 150 verified project records pertaining to the monitoring & evaluation requirements of the Peacebuilding & Local Development Plans and make it available for upload to the progress tracking application (including photos, geocoordinates, and descriptive data) —at a rate of 50 records per municipality. The data collection process should apply conflict-sensitive, inclusive, and gender-responsive approaches to ensure accuracy, representation, and sustainability.

g) Ensure accuracy and completeness of the collected data to maintain its reliability for analysis and decision-making.

h) Conduct comprehensive analysis of available datasets specific to targeted municipalities and identify gaps and opportunities for enhancement pertaining to data management.

i) Document the data collection process for the purpose of learning and knowledge transfer and generate reports using data visualizations to provide feedback and insights to stakeholders

Output 3: Reporting and Knowledge Transfer facilitates scaling of outcomes and replication in other municipalities across Libya.

Activities:

j) Submit a comprehensive final report, summarizing training outcomes, participant feedback, and lessons learned.

k) Develop a knowledge brief (including visual materials and success stories) to inform future scaling of the tracker including recommendations for enhancing the progress tracking app’s usability and long-term sustainability at the municipal level.
