ORGANIZATIONAL CONTEXT:
Job holders directly report to the Logistics officer (Head of Logistics) in Dodoma.
At this level, job holders are expected to take responsibility for the completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.
JOB PURPOSE OF THE ASSIGNMENT
To implement well-defined standard logistics/supply chain processes and activities to enable the effective delivery of goods and services for all delivery modalities.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
Provide adequate support to contracting activities including drafting of RFQs, carrying out bid analysis and issuing award letters.
Monitor contract expiry and allocations under Tariff System Agreements.
Support timely ordering and delivery of commodities and supplies to authorised partners and destinations.
Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries.
Support management of logistics vendors’ contracting activities including performance monitoring and measurement.
Purchase order creation and management while supporting corridor regional offices during PO validation and closure.
Contribute to the drive of continuous improvement by analysing existing operational modalities to identify cost savings and service enhancements opportunities, include solution re-engineering / redesign initiatives.
Prepare accurate, comprehensive, and timely reports and other visual materials that feed into Supply Chain dashboards to support informed decision-making and consistency of information presented to various stakeholders.
Act as a point of contact for resolution of operational and reporting queries made to the contracting unit. This includes collaboration with other staff in specific technical area of responsibility for a coordinated response.
Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
Contribute to budget preparation, monitoring and revision for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
Assist in monitoring inventory management processes to track trends and account for the inventory status from source to beneficiary.
Collect and compile data, produce and/or contribute to reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems to support informed decision-making.
Liaise with internal and limited number of external stakeholders to support efficient logistics operations management.
QUALIFICATIONS AND EXPERIENCE:
Education: University degree in procurement and logistics, Supply Chain, Shipping, Logistics, Engineering or other related field.
Experience:
At least 4 years of responsible work experience in operations and logistics at any commercial or national/international humanitarian organization.
Analytical and conceptual work in support of strategy design and implementation.
Coordination of supply chain activities across functions and with external partners.
Experience with process improvement and performance management.
Knowledge & Skills:
Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook).
Strong analytical and critical thinking skills and ability to write accurately and concisely.
Ability to work in a multicultural environment with sound interpersonal and communications skills.
Language: Fluency in both oral and written communication in English and Swahili.
