Job Description

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Working under the overall supervision of the Chief of Mission and direct supervision of the Project Development and Programme Support Officer the incumbent will support the implementation and coordination of the Mission’s Programme Support processes which will include donor reporting, project development, Monitor & Evaluation strategies, methodologies, and contingency plans that respond to new and emerging contexts for IOM Malaysia.

Responsibilities

  1. Contribute to the overall direction of the Programme Support Unit to identify, assess, and coordinate the design and development of new programme opportunities, projects, or initiatives in coordination with relevant donors, government counterparts, public and private institutions, and UN Agencies.
  2. Support the development of thematic fundraising strategies, by compiling and analyzing information on strategic migration-related initiatives, donor policies and priorities, and identifying new funding opportunities, contribute to the drafting of related strategic documents to inform the CO’s fundraising efforts.
  3. Contribute to the development and submission of new projects that respond to emerging trends and priorities, in close coordination with relevant Programme Managers, senior management, HQ, Regional Office and external partners, in compliance with donor interests and requirements, and IOM procedures and guidance documents.
  4. Support donor contract management through coordinating the administrative and budgetary aspects of new and ongoing projects, including assisting with activation, processing, endorsement, record-keeping and submissions in line with specific IOM internal requirements and procedures.  
  5. Consolidate and analyse data on programme implementation and indicators and coordinate with Programme Managers and senior management for the drafting of regular progress reports to be submitted to donors, partners and IOM Regional Office and Headquarters.
  6. Support liaison efforts with donors, partners, and governmental and non-governmental stakeholders and updating information on partner policies and priorities.
  7. Contribute to staff development and training within the unit along with succession planning where possible. 
  8. Contribute to strengthening of Monitoring and Evaluation (M&E) and Information Management (IM) systems within the Mission, including monitoring targets and indicators using existing M&E frameworks and work plans for the programme as well as the individual partner projects in close coordination with the Units involved
  9. Contribute to the drafting of talking points and briefing notes for the Project Development and Programme Support Officer, senior management and programme teams.
  10. Perform any other duties as may be assigned

Qualifications

EDUCATION

  • Bachelor’s degree in Social Science/Public Relation/Economics/Development Studies/ International Relations or other relevant disciplines from an accredited academic institution with two years of work experience; or,
  • Master’s degree in above-mentioned fields.

EXPERIENCE

  • Experience in project development and project management, drafting of reports and briefing notes, complex project implementation, budget drafting, research, liaison with governments and international agencies.
  • Experience with project planning, scheduling and deployment of resources.
  • Experience organizing training programs and similar events an advantage. 
  • Experience working for NGOs, Government or International institutions an advantage.
  • Familiarity with humanitarian and/or transition assistance programming an advantage.

SKILLS

  • Excellent writing and research skills;
  • Excellent communication and negotiation skills;
  • Strong interpersonal and teamwork skills;
  • High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas
  • Computer skills and knowledge of relational databases, Microsoft applications, spreadsheets, word processing etc. is essential.

LANGUAGES
IOM’s official languages are English, French, and Spanish. 

REQUIRED

For this position, fluency in English and Bahasa Melayu is required (oral and written).
