About the Country/Multi-Country Office

Based in Peru, the Andean Multi-Country Office (ANMCO) also oversees UNOPS operations in Ecuador and Colombia. In both Peru and Ecuador, UNOPS primarily provides technical assistance to strengthen local government capacities and improve public service delivery. Active in Peru since 1995, UNOPS has supported a wide array of initiatives across sectors such as health, education, justice, governance, environment, transportation, agriculture, and recreation—contributing to public sector modernization and the efficient, transparent use of public resources. Over the past 32 years, this collaboration has mobilized nearly USD 4 billion in public investments, delivering estimated savings of 20% and supporting progress toward the Sustainable Development Goals. In Ecuador, UNOPS works with national partners to enhance access to essential services, with a focus on health, urban mobility, and sustainable development, through public infrastructure modernization and the strategic procurement of goods and services.

Job Specific Context

Bajo la orientación y supervisión directa del Oficial de Partnerships y la coordinación del director de la oficina multipaís, el Especialista de Alianzas es responsable de asesorar e implementar acciones de alianzas estratégicas a favor de los proyectos en Perú.

Role Purpose

El Especialista de Alianzas asesora e implementa acciones de alianzas estratégicas a favor de los proyectos en Perú, asegurando la calidad, oportunidad y precisión de todas las transacciones dentro del proceso.

Functions / Key Results Expected

1. Asesoramiento en Manejo de Contrapartes


  • Asesorar al equipo de partnerships de la oficina multipaís (MCO) en las actividades de manejo de contrapartes (stakeholders management) con las distintas autoridades de las instituciones del Gobierno del Perú.

2. Facilitación del Desarrollo de Estrategias


  • Identifica oportunidades de portafolio, considerando los aspectos prioritarios de UNOPS en el país, con miras al cumplimiento de los Objetivos de Desarrollo Sostenible.

  • Facilitar el desarrollo de estrategias asesorando al equipo de Partnerships, incluida la participación en la deliberación sobre las oportunidades actuales y futuras.

3. Monitoreo y Evaluación de Tendencias


  • Monitorear y evaluar las tendencias y necesidades humanitarias y de desarrollo para identificar áreas de colaboración dentro del mandato de UNOPS.

4. Análisis de Información sobre Proyectos de Inversión


  • Identificar y realizar análisis de información sobre proyectos de inversión de los diferentes niveles de gobierno en los diversos sectores de interés de UNOPS, junto a la priorización de proyectos con posibilidades de implementación.

5. Identificación de Audiencias Prioritarias


  • Identificar audiencias prioritarias para Partnerships a nivel nacional y regional, así como la identificación y construcción de un mapa de actores de las contrapartes gubernamentales, la academia, el sector privado, los IFIs, entre otros.

6. Comunicación con Contrapartes


  • Mantener activa la comunicación con las posibles contrapartes y otros actores relevantes del Perú para transmitir las necesidades del cliente principal de los proyectos desarrollados en el Perú y mantener estrecha coordinación con el Oficial de Partnerships de la oficina multipaís sobre las acciones y actividades a comunicar a las contrapartes.

7. Asesoría y Apoyo en Desarrollo de Portafolio


  • Brindar asesoría y apoyo a actividades de desarrollo de portafolio de las áreas prioritarias que ofrece UNOPS en temas de infraestructura resiliente, adquisiciones públicas y gestión integral de proyectos que permitan el posicionamiento estratégico de UNOPS en las instituciones del Perú en coordinación con la Directora de la MCO y el Oficial de Partnerships.

8. Reuniones de Avance y Toma de Decisiones


  • Mantener reuniones semanales con el Oficial de Partnerships para revisar los avances en el desarrollo del portafolio, la toma de decisiones y/o las acciones ante riesgos identificados, según sea requerido.

Education Requirements

Requerido

  • Título de licenciatura en Relaciones Internacionales, Derecho, Economía, Administración de Empresas o carreras afines con 7 años de experiencia O

  • Título universitario de primer grado (maestría) preferentemente en Relaciones Internacionales, Derecho, Economía, Administración de Empresas o carreras afines con 5 años de experiencia.


Experience Requirements

Requerido

  • Experiencia de 5 a 7 años de experiencia (dependiendo del grado académico) desarrollando acciones de manejo de contrapartes (stakeholders management) con las distintas autoridades de las instituciones del Gobierno del Perú, de preferencia en los sectores de energía y minas, de ambiente, de seguridad ciudadana, entre otros sectores prioritarios.


Deseable

  • Experiencia en el manejo de contrapartes (stakeholders management) con el sector público nacional e internacional.
