Job Overview:
Switchboard provides training, technical assistance, and knowledge resources to build the capacity of organizations serving refugees and other ORR-eligible populations nationwide. More information about Switchboard can be found at www.SwitchboardTA.org.

Switchboard is seeking a limited-term Program Officer, Community Capacity Building to play a key role in advancing Switchboard’s community-facing technical assistance and capacity-building portfolio from January – September 2026.

The Program Officer will help strengthen the national infrastructure that supports organizations serving ORR-eligible newcomers, with a focus on community-based service providers. This role will lead several core functions within the SCCB team: overseeing the operations of the Switchboard Community Support Line (SCSL); managing national resource mapping and referral pathway initiatives; supporting through tailored training and technical assistance; driving outreach strategies that expand awareness and utilization of Switchboard services; and contributing to the development of high-quality learning resources for the field. The Program Officer will also support cross-team initiatives and help implement special projects as needs and opportunities emerge, ensuring Switchboard remains responsive to the evolving needs of the resettlement ecosystem.

The ideal candidate will bring strong systems-thinking skills, experience within the U.S. refugee resettlement or humanitarian landscape, comfort managing complex workflows, and a passion for building the capacity of local organizations that serve newcomers. This role may include staff supervision.
This position is contingent on receipt of grant funding.

Major Responsibilities:

Responsibilities include, but are not limited to:

  • Will oversee daily operations of the Switchboard Community Support Line (SCSL), including consultations, referrals, workflows, SOPs, and Airtable data accuracy.
  • Will manage complex or escalated community partner inquiries and guide effective problem-solving approaches.
  • Will support national resource mapping efforts and maintain accurate, user-friendly referral databases and public-facing maps.
  • Will develop and maintain referral pathways to ORR-funded programs and cultivate relationships with local providers and ORR grantees.
  • Will support the Senior Program Officer in responding to technical assistance requests and contributing to needs assessments.
  • Will contribute to Switchboard’s learning resources (blogs, guides, toolkits, etc.) and learning opportunities (CoP’s, Webinars, Trainings, etc.)
  • Will support the Senior Program Officer outreach strategies to expand awareness and utilization of SCCB initiatives, engaging community partners, state offices, and other stakeholders.
  • May represent Switchboard at external meetings and convenings as needed.
  • May support special projects, cross-team initiatives, and emerging priorities related to state and community capacity building.
  • Will support monitoring and evaluation (M&E) activities for capacity-building initiatives, ensuring accurate data collection, reporting, and contributing to Switchboard’s broader M&E efforts as needed.
  • Will support Program Managers/Coordinators, including coaching, and fostering strong team communication.
  • Other duties as assigned.

Job Requirements:

Education and Experience

  • Bachelor’s degree required; Master’s degree in Nonprofit Management, Public Administration, Social Work, International Affairs, or a related field preferred.
  • 3–5 years of experience in program or project management within the nonprofit, humanitarian, or community engagement sector.
  • Demonstrated experience supporting or implementing refugee resettlement, U.S. Refugee Admissions Program (USRAP), private sponsorship, or ORR-funded programs (RSS, RHP, RSP, MG, etc.).
  • Experience assessing and building organizational or community capacity, and supporting partners through training, technical assistance, or consultation services.
  • Proven ability to manage complex, multi-stakeholder initiatives involving community-based organizations, state agencies, local service providers, and other partners.
  • Experience with data systems, tracking tools, and monitoring processes; familiarity with Airtable preferred.
  • Experience with cross-team collaboration and managing workflows that require coordination across multiple functions (e.g., mapping, referrals, TTA, communications).
  • Familiarity with grant-funded programming and reporting requirements preferred.

  • Proficiency in project management tools and Microsoft Office Suite; experience with Airtable preferred.
  • Comfort facilitating trainings, presentations, and group learning spaces.

Working Environment: Remote working environment, with potential for travel depending on project needs.

Compensation: (Pay Range: $65k - $85k) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
