Mission and objectives

UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development.

Context

The United Nations Development Programme (UNDP) in Ukraine works in 170 countries and territories to eradicate poverty, reduce inequalities and exclusion and build resilience to support progress in these countries. As the UN’s development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs).

The war in Ukraine has already resulted in significant loss of life, unprecedented displacement of people both within the country and to neighbouring countries, and devastating destruction of infrastructure. Eighteen years of socio-economic achievements are at risk. The main task of UNDP is to preserve development gains as fully as possible and return Ukraine to the path of achieving the Sustainable Development Goals SDGs as soon as possible.

UNDP assists the government, civil society and people of Ukraine in advancing democratic policies and practices needed to accelerate progress on sustainable human development. In line with its Country Programme Document 2025-2029, UNDP Ukraine supports the government in addressing national priorities, with specific emphasis on recovery and advancement of reforms, through three programmatic portfolios: 1) fostering democratic governance and inclusive social fabric; 2) promoting inclusive and sustainable economic growth and recovery; and 3) advancing sustainable environment and energy transformation. The programme has been complemented by the area-based R4 framework, which enhances the effectiveness of recovery, rebuild, and reform efforts at the local level, ensuring resources allocation is based on localized needs, development is community-driven, and delivery is informed by inclusion and participatory principles, thus, advancing decentralization and community recovery.
This UNV assignment is part of Area-Based Recovery Projects implemented within R4 framework.

UNDP Ukraine invites applications from highly qualified, motivated and experienced Ukrainian professionals for the post of the UNV Market Research and Supplier Engagement Clerk.

Task description

Within the delegated authority and under the supervision of Procurement Specialist or his/her designated mandated representative(s), the UNV Market Research and Supplier Engagement Clerk will:

- Conduct market research to identify potential suppliers and analyze market conditions relevant to upcoming tenders; prepare comprehensive reports with findings.
- Track and follow up with bidders regarding their participation or non-participation in tenders, documenting reasons and trends.
- Support suppliers in completing registration in the Quantum system, ensuring accuracy and compliance with requirements.
- Develop and maintain an up-to-date supplier database, organized by categories of goods, services, and works.
- Launch Requests for Information (RFIs) through Quantum and compile analytical reports on supplier responses.
- Carry out market research on prices and benchmarks to support bid evaluation processes, particularly for construction works and related services.
- Provide data-driven insights and recommendations to strengthen procurement strategies and supplier engagement.


Results/expected outputs:
As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including:
- Comprehensive market research reports for planned and ongoing tenders are prepared and submitted on time.
- Accurate records of bidders’ participation and feedback are maintained and regularly updated.
- Suppliers are successfully registered in the Quantum system with minimal errors and delays.
- A structured, regularly updated supplier database categorized by goods, services, and works is available for procurement planning.
- RFIs are launched in Quantum in a timely manner, and summary reports with key findings are produced.
- Reliable price market research and benchmarks are provided during evaluation, particularly for construction works, ensuring fair and competitive assessments.
- Procurement processes are supported by timely, data-driven insights, contributing to improved efficiency, transparency, and competition.

Furthermore, a UN Volunteer is encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, a UN Volunteer should dedicate a part of his/her working time to some of the following suggested activities:
- Strengthen knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Provide interim (if required), annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
- Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
