Job Summary

Based in Beirut, Lebanon, the Senior HR Officer – Compensation and Benefits (C&B) plays a key role in leading and enhancing the compensation and benefits framework for the IRC Lebanon Country Program. The position combines technical expertise in payroll, taxation, and insurance management with analytical and technical contributions to organizational compensation design, policy development, and data reporting.


The Senior Officer works closely with the P&C Coordinator to ensure compliance with national labor law and IRC policies, supports HR data accuracy, and contributes to compensation planning, benchmarking, and staff well-being through fair and transparent pay and benefits practices.

Major Responsibilities:

Payroll Management:

  • Lead on monthly payroll preparation, validation, and reporting for national and expat staff in coordination with Finance.

  • Ensure timely and accurate payroll processing including new joiners, leavers, transfers, and special payments (transportation, CoS, etc.), and other mandated requirements as introduced by Global HR or National Social Security Fund or Ministry of Finance.

  • Conduct payroll variance analysis, tax reconciliation, and EoS reconciliation and ensure proper documentation of all payroll transactions.

  • Support the annual tax reporting and reconciliation process for all staff; prepare forms and coordinate with tax authorities and Certified Financial Audit as required.

  • Review and finalize exit clearance payments in line with IRC financial procedures.

  • Maintain and continuously improve payroll documentation, templates, and filing systems.

Data Management and Analysis:

  • Prepare adhoc, monthly, and quarterly C&B analytics and dashboards (staff costs, taxes, benefits utilization, leave accrual, FER, EOS, SEV).

  • Support personnel budgeting, forecasting, and cost modeling in collaboration with the P&C Coordinator and Finance team.

  • Conduct salary structure reviews and benchmarking exercises in coordination with the Regional C&B team.

  • Analyze compensation data to support decision-making on salary adjustments, promotions, and retention initiatives.

Compensation and Benefits Administration:

  • Assist in developing, updating, and implementing compensation and benefits policies and procedures in compliance with IRC global standards and Lebanese labor law.

  • Participate in compensation and benefits surveys and benchmarking studies.

  • Coordinate and advise on financial schemes and rewards, acting allowances, and annual salary planning exercises.

  • Execute payments for consultants/Service Providers in coordination with Finance and HR focal points, ensuring accuracy, timeliness and compliance

Insurance and Benefits Management:

  • Administer medical and life insurance enrollments, deletions, renewals, and claims in collaboration with the insurance provider and policy renewal while supporting regional and country program supply chain colleagues.

  • Track, monitor, and audit the insurance policy utilization, and loss ratio with the insurance provider, and report on any discrepancy in the utilization.

  • Ensure timely payment of insurance premiums and accurate cost booking.

  • Respond to staff inquiries regarding insurance and other benefits, ensuring timely resolution and clear communication.

  • Track benefit utilization and propose improvements to increase staff satisfaction and cost-effectiveness.

Partnership Support:

  • Provide technical support to the existing IRC Partners, when and if needed

Reporting, Compliance, and Continuous Improvement:

  • Ensure all payroll and benefits activities comply with national labor laws, IRC policies, and audit standards.

  • Maintain confidentiality and integrity of compensation data.

  • Prepare and present C&B reports for audits, management reviews, and HQ requirements.

  • Contribute to process improvements, automation, Payroll Systems, and HRIS data accuracy.

  • Train focal points to strengthen HR capacity and line managers on compensation and benefits procedures and tools.

  • Assess and advise recommendations to enhance C&B processes and policies to P&C Coordinator.

  • Stay abreast leading practices and processes in the Taxation, Compensation and Benefits, and Insurance Management frameworks to recommend updates and introduce changes to the CP C&B systems.

Key Working Relationships:

  • Position Reports to: P&C Coordinator.           

  • Internal and/or external contacts: All staff and departments with Lebanon offices, Global C&B team, local partners, CFA, NSSF representatives.

Job Requirements:

  • University Degree in management, human resources, administration or related fields is a plus.

  • Minimum of 5 years' professional experience in Payroll processing and/or Compensation and Benefits.

  • INGO experience preferred.

  • Proficiency in Microsoft Office Tools; Word and Excel.

  • Experience in administering HR and Payroll Systems.

  • Fluency in Arabic and English.

  • Strong sense of personal integrity.

  • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity, strong time management and client service mindset.

  • Teamwork skills.

  • Always maintain the confidentiality of all sensitive HR information.
