In the Middle East Region, MI is operating in the context of the humanitarian crisis in Syria since 2012 implementing emergency relief measures in Turkey, Syria, and Lebanon and since 2014 in Iraq. Malteser International’s programs cover needs mainly in the health sector and are mostly partner implemented. In Lebanon, Malteser International works in partnership with the “Order of Malta Lebanon (OML)” to implement a multi-annual program funded by the German Federal Foreign Office (GFFO) to strengthen health, social and agro- humanitarian services provided by OML across Lebanon.

In support of this partner program and to strengthen the organizational and programmatic compliance capacities of our local partner OML in Beirut, Lebanon, Malteser International is looking for an experienced Operations & Compliance Manager - National Postion. 
 
As the Operations & Compliance Manager you will oversee the operational, compliance and risk management functions in coordination with MI implementing partner the Order of Malta Lebanon (OML). This senior role supports shaping decision-making, strengthens partner systems, aligning policies, and ensures long-term donor confidence through rigorous oversight, capacity strengthening, and audit preparations and follow-up. In this position, you will play a key role in the MI Lebanon Program Management Unit (PMU), ensuring that MI and OML policies, processes and systems in operations meet MI standards, donor regulations and Lebanese legal requirements, promoting a culture of compliance, accountability and operational excellence. 

Your responsibilities:

  • Strengthen operational compliance across finance, logistics, HR and procurement, ensuring adherence to MI policies, donor regulations, and Lebanese legal requirements 
  • Lead risk management and internal control systems, including development and follow-up of risk matrices, mitigation measures and corrective actions 
  • Oversee financial management processes, including budget forecasting, monitoring, burn rate analysis and cash flow oversight, ensuring alignment with programmatic progress
  • Ensure audit readiness by preparing, coordinating and following up on internal and external audits with MI and the partner
  • Provide strategic guidance to the partner (OML) on operational systems, compliance, and implementation of improvement plans and recommendations
  • Review and validate donor financial reports, ensuring accuracy, transparency and compliance with donor requirements
  • Build operational and compliance capacity within MI and the partner team through ongoing training and support
  • Supervise and guide the Operations & Compliance team and contribute actively as a member of the Senior Management Team (SMT) 

Your profile:

  • Master’s degree in business administration, Finance, International Development, or a related field, or an equivalent relevant professional experience
  • Minimum 10 years of experience in the humanitarian sector, including minimum of 6-7 years of significant senior experience within INGOs (In operations, compliance, partnership management) as Head /Deputy  Head of Operations or Support, Operations and Compliance Manager
  • Proven track record in partner compliance oversight, institutional capacity strengthening, and operational risk management
  • Strong understanding of donor regulations (GFFO, BMZ, ECHO, EU, UN agencies) and audit procedures
  • Demonstrated expertise in financial systems, procurement, logistics, HR, and internal control frameworks
  • Excellent analytical, communication, and coordination skills as well as strong commitment to humanitarian principles, safeguarding and accountability 
  • Fluent in English, French and Arabic, additional languages (German) are an asset 

What we offer:

  • Start Date: January 2026 
  • Duty Station: Beirut, Lebanon
  • Duration of contract: 1 year, with possibility of extension depending on performance and availability of donor funds
  • Salary according to qualification and experience, insurance package
