In the Middle East Region, MI is operating in the context of the humanitarian crisis in Syria since 2012 implementing emergency relief measures in Turkey, Syria, and Lebanon and since 2014 in Iraq. Malteser International’s programs cover needs mainly in the health sector and are mostly partner implemented. In Lebanon, Malteser International works in partnership with the “Order of Malta Lebanon (OML)” to implement a multi-annual program funded by the German Federal Foreign Office (GFFO) to strengthen health, social and agro- humanitarian services provided by OML across Lebanon.

In support of this partner program and to support in strengthening the organizational and programmatic compliance capacities of our local partner OML in Beirut, Lebanon, Malteser International is looking for a Compliance Officer - National Position.  

As Compliance Officer you will support the MI Operations & Compliance team in applying the operational compliance framework in Lebanon by guiding and accompanying our implementing partner OML to adhere to MI policies, donor rules and regulations, internal control systems and Lebanese legal requirements. In this role, you will also provide technical oversight and day-to-day monitoring of compliance processes in close coordination with the partner. You work under the direct supervision of the Operations & Compliance Manager and contribute to ensuring donor compliance, audit readiness, and strong internal control mechanisms. 

Your responsibilities:

  • Conduct regular compliance reviews to ensure partner adherence to MI policies, donor rules, and national regulations
  • Verify financial documentation and vouchers submitted with monthly reports, ensuring completeness and accuracy
  • Track compliance gaps, follow up on corrective actions, and provide regular updates to the Operations & Compliance Manager
  • Prepare structured compliance reports and maintain an organized compliance filing system
  • Support internal, external, and donor audits by ensuring timely preparation of required documentation
  • Contribute to partner capacity strengthening through on-the-job coaching and technical guidance
  • Participate in internal coordination meetings and act as technical focal point for compliance with partner departments
  • Support the improvement of compliance tools, SOPs, and internal control mechanisms 

Your profile:

  • Master’s degree in Finance, Business Administration, Accounting, Auditing, International Development, or Bachelor’s degree with relevant work experience; professional certifications like CNAP, PMP are an asset
  • Minimum 5-7 years of relevant experience in the humanitarian sector, including minimum of 4 years within INGOs in operations or compliance/audit roles
  • Solid understanding of donor regulations (GFFO, BMZ, ECHO, EU, UN agencies)
  • Strong commitment to humanitarian principles, safeguarding and accountability 
  • Proven experience in internal controls, compliance monitoring, or partner capacity building
  • Experience with partner-implemented projects is highly desirable
  • Fluent in English, French and Arabic; additional languages (e.g. German) are an asset

What we offer:

  • Duty Station: Beirut, Lebanon
  • Duration of contract: 1 year, with possibility of extension depending on performance and budget’s availability
