Malteser International (MI) is the international humanitarian relief agency of the Sovereign Order of Malta. For over 60 years we provide relief and recovery for people during and following conflicts and disasters around the world. In the Middle East Region, MI is operating in the context of the humanitarian crisis in Syria since 2012 implementing emergency relief measures in Turkey, Syria, and Lebanon and since 2014 in Iraq. Malteser International’s programs cover needs mainly in the health sector and are mostly partner implemented. In Lebanon, Malteser International works in partnership with the “Order of Malta Lebanon (OML)” to implement a multi-annual program funded by the German Federal Foreign Office (GFFO) to strengthen health, social and agro- humanitarian services provided by OML across Lebanon.
In support of this partner program and to reinforce MI grants management and programmatic compliance capacity in coordination with our local partner OML in Beirut, Lebanon, Malteser International is looking for an experienced Grants Manager - National Position.
As Grants Manager, you provide overall grants management and programmatic compliance oversight for Malteser International’s programs in Lebanon, implemented in partnership with the Order of Malta in Lebanon. You guide the partner toward effective, high-quality implementation, strong donor compliance, and the achievement of impactful results. As a key member of the MI Lebanon Program Management Unit (PMU), you drive program excellence by strengthening project management and MEAL systems, ensuring donor compliance, empowering partners, and overseeing risk management. You foster learning, adaptability, and continuous improvement across the portfolio.
Your responsibilities:
- Ensure strong programmatic oversight of donor-funded grants and compliance with project agreements and donor requirements
- Lead the design, implementation and continuous improvement of grant management systems, tools and procedures
- Conduct regular grants management reviews with MI Operations and the partner, providing timely recommendations when implementation deviates from the approved scope
- Strengthen partner capacity in program management, MEAL and quality assurance, including support for program modifications and adaptive programming
- Oversee donor reporting processes, ensuring high-quality narrative reports and alignment between programmatic and financial performance
- Supervise and mentor the grants and data quality assurance teams, promoting collaboration, learning and accountability
- Ensure robust MEAL and data quality systems for evidence-based decision-making and improved program impact
- Prepare for audits, evaluations and assessments, and monitor the follow-up of recommendations
Your profile:
- Master’s degree in development, International Relations, or related humanitarian field
- Minimum 10 years of experience in the humanitarian sector, with minimum 6-7 years of experience in senior program or grants management positions, ideally within INGOs and UN agencies
- Strong commitment to humanitarian principles, safeguarding and accountability
- Proven experience in multi-sectoral multi-million portfolio management
- Proven experience with donor compliance (GFFO), program quality, MEAL, partnership and team management
- Strong financial experience, strategic leadership, and partnership-building skills as well as excellent analytical, communication, and coordination skills
- Fluent in English, Arabic and French; additional languages (e.g. German) are an asset

- Duration of contract: 1 year, with possibility of extension depending on performance and donor funds availability
