Purpose for the Post
Under the direct supervision of the Head, Maritime Training and Human Element; and the overall supervision of the Deputy Director, Subdivision for Operational Safety and Human Element (OSHE), the incumbent will provide technical expertise on the comprehensive review of the STCW Convention and Code.
Main Duties and Responsibilities
Under the overall supervision of the Deputy Director, Subdivision for Operational Safety and Human Element (OSHE) and the direct supervision of the Head, Maritime Training and Human Element, the incumbent will provide technical expertise associated with the comprehensive review of the STCW Convention and Code, including:
1. Carry out Secretariat functions in the context of the duties and responsibilities of the comprehensive review of the STCW Convention and Code, including preparation and organization of intersessional meetings, drafting of documents and reports of such meetings and carrying out of the resulting follow-up actions, as instructed.
2. Provide technical advice and support the work during phase 2 of the comprehensive review of the STCW Convention and Code, including the necessary work associated with the Maritime Safety Committee (MSC) and the Human Element, Training and Watchkeeping (HTW) Sub-Committee.
3. Based on the progress of the comprehensive review, develop a plan for the development and revision of model courses, including:
- new and existing model courses to ensure consistency with the revised STCW Convention and Code; and
- coordinate the process for developing or revising model courses; cooperate closely and liaise with relevant parties and relevant Divisions of the Secretariat, as necessary; review relevant documents; identify problems and issues to be addressed and propose corrective actions; identify and track follow-up actions.
4. Prepare reports, publications, presentations, circular letters and other documents in the context of the duties and responsibilities of the post, as assigned.
5. Undertake such other duties connected to the scope of this post in the Maritime Safety Division, as may be assigned.

Professional Experience
A minimum of 5 years’ professional experience in maritime safety, maritime administration and/or maritime affairs in particular in the fields of maritime training and the human element is essential.
Experience serving on board sea going ships and/or in a maritime training institution would be an asset.
Education
Advanced university degree (Masters equivalent) in Nautical Science; Marine Engineering, Maritime Transport; or related fields is essential.
Language Skills
Proficiency in English (oral and written) is essential. Knowledge of one or more of the other official languages of the United Nations would be an advantage.
Other Skills
Experience in the implementation of IMO instruments, in particular the 1978 STCW Convention and Code, as well as experience linked with policy development is essential.
Proficiency in MS Office applications is essential.
