The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program Overview

The health sector in Burkina Faso is facing increasing financial pressure, marked by a gradual decline in external aid and greater demands for performance and efficiency in the use of public resources. In this context, the government has strengthened its guidelines to optimize planning, budget management, and service organization to preserve the achievements of the health system despite increasingly constrained financial envelopes. This new situation, largely influenced by international donors through a stricter financing architecture and a stronger emphasis on efficiency, further highlights the urgency of better resource allocation.

To support this transition, CHAI has set up a Technical Support Unit (TSU) in collaboration with the Ministry of Health. The TSU helps the government analyze the impact of funding cuts, identify critical priorities, improve budget execution, and optimize the interventions of various programs.

Position Overview

CHAI is seeking an analyst to join this technical support unit, working closely with central management and partners to support the ministry in improving the efficiency and sustainability of health financing. The analyst will need to have strong quantitative skills, a good command of economic analysis (cost-effectiveness, cost-benefit, etc.), a solid understanding of health policy, and strong execution skills to support the government in improving the planning, financing, and performance of the health system.

Specific activities may include the following:

• Technical analyses to inform reforms and financial decisions:
  • Conduct cost-effectiveness analyses, efficiency analyses, and budget analyses to guide financial trade-offs in the health system.
  • Support analyses of intervention choices: cost-impact modelling, budget impact analyses, intervention options, and operational costs.
  • Conduct allocative analyses to guide prioritization in national plans.
  • Prepare technical notes and recommendations for the Ministry of Health.
• Support to planning, budgeting, and budget execution
  • Support the development, revision, and budgeting of interventions contained in annual plans at the central, regional, and district levels.
  • Contribute to the structuring of program and departmental priorities.
  • Support improvements in of vertical integration (between technical departments and programs) and horizontal integration (between interventions).
• With the support of the rest of the team, act as a strategic advisor to government and Ministry of Health interlocutors, providing support for key health financing strategies and reforms.
• Contribute to the capacity building of government staff in data analysis, including costing, scenario modelling and budgeting.
• Participate in the drafting of presentations and reports for internal and external stakeholders regarding work to strengthen the health system in Burkina Faso.
• Other potential duties as assigned by supervisor.

• Master’s degree in health economics, economics, statistics, public health, engineering, international development, or a related field.
• 1–2 years of relevant experience (data analysis, consulting, health financing, economic modelling, or health programs).
• Experience in Sub-Saharan Africa or with a Ministry of Health is a major asset.
• Excellent analytical skills: modelling, costing, efficiency analysis.
• Strong command of Excel.
• Data visualization skills.
• Ability to produce clear, structured, and data-driven technical notes.
• Interest and understanding of health policy, health financing, and health economics.
• Ability to work in a complex environment with multiple stakeholders and evolving needs.
• Strong autonomy, organizational skills, and ability to manage multiple priorities simultaneously.
• Excellent written and oral communication skills (French required, professional English required).
• Ability to work with rigor, integrity, and humility in a government setting.

À propos du programme

Le secteur de la santé au Burkina Faso fait face à une pression financière croissante, marquée par la baisse progressive de l’aide externe et par des exigences accrues en matière de performance et d’efficience dans l’utilisation des ressources publiques. Dans ce contexte, le gouvernement a renforcé ses directives pour optimiser la planification, la gestion budgétaire et l’organisation des services, afin de préserver les acquis du système de santé malgré des enveloppes financières de plus en plus contraintes. Cette nouvelle donne, largement influencée par les bailleurs internationaux à travers une architecture de financement plus stricte et un accent renforcé sur l’efficience, accentue encore l’urgence d’une meilleure allocation des ressources.

Pour accompagner cette transition, CHAI a mis en place une Technical Support Unit (TSU) en collaboration avec le Ministère de la Santé. Le TSU aide le gouvernement à analyser l’impact des réductions de financement et identifier les priorités critiques et améliorer l’exécution budgétaire, mais également optimiser les interventions des différents programmes.

Rôle et responsabilités

CHAI recherche un/une analyste pour rejointe cette unité d’appui technique, travaillant en étroite collaboration avec les directions centrales et les partenaires pour appuyer le ministère dans l’amélioration de l’efficience et de la soutenabilité du financement de la santé. L’analyse devra avoir de solides compétences quantitatives, une bonne maitrise des analyses économiques (cout-efficacité, cout-bénéfice etc.), une solide maitrise des politiques de santé et un forte capacité d’exécution pour appuyer le gouvernement dans l’amélioration de la planification, du financement et de la performance du système de santé.

Les activités spécifiques pourront inclure les éléments suivants :

• Analyses techniques pour orienter les réformes et décisions financières:

  • Conduire des analyses coût-efficacité, des analyses d’efficience et des analyses budgétaires pour orienter les arbitrages financiers dans le système de santé.

  • Appuyer les analyses du choix des interventions : modélisation coût-impact, analyses de budget impact, options d’interventions et coûts opérationnels.

  • Réaliser des analyses allocatives pour orienter la priorisation dans les plans nationaux.

  • Préparer des notes techniques et des recommandations pour le Ministère de la Santé.

• Appuyer la planification, le budget et le suivi de l’exécution :

  • Appuyer la production, la révision et la budgétisation des interventions contenues dans les plans annuels aux niveaux central, régional et district.

  • Contribuer à la structuration des priorités des programmes et directions générales

  • Appuyer l’amélioration de l’intégration verticale (entre direction techniques & programmes) et horizontale (entre interventions)

• Avec le support du reste de l’équipe, agir en tant que conseiller stratégique auprès des interlocuteurs du gouvernement et du ministère de la santé, en apportant un soutien aux stratégies et réformes clés en matière de financement de la santé.

• Capaciter les partenaires gouvernementaux en analyse de données, incluant le calcul des coûts, la modélisation de scénarios et la budgétisation.

• Participer à la rédaction des présentations et des rapports pour les parties prenantes internes et externes concernant le travail de renforcement du système de santé au Burkina Faso.

• Autres tâches potentielles assignées par le superviseur.

Qualifications

• Master en économie de la santé, économie, statistiques, santé publique, ingénierie, développement international ou domaine connexe.
• 1 à 2 ans d’expérience pertinente (analyse de données, conseil, financement de la santé, modélisation économique, programmes de santé).
• Une expérience en Afrique Subsaharienne ou avec un Ministère de la Santé est un atout majeur.
• Excellentes compétences analytiques : modélisation, calcul de coûts, analyses d’efficience.
• Très bonne maitrise d’Excel.
• Compétences en visualization de données.
• Capacité à produire des notes techniques claires, structurées, chiffrées.
• Intérêt et compréhension des politiques de santé, du financement et de l'économie de la santé.
