In January 2021, the United States established the Family Reunification Task Force (FRTF) to help reunite approximately 3,900 parents in Central America with their children residing in the U.S. The International Organization for Migration (IOM) supports this initiative by facilitating either the return of children to their parents’ home countries or assisting parents in joining their children in the United States. This support includes visa assistance, travel documentation, flight arrangements, and orientation services.

In 2022, IOM expanded its involvement under the same program to include Parole-in-Place (PIP) cases and launched the FRTF Help Desk to provide direct support to families navigating the reunification process.

Under the general oversight of the Senior Programme Officer for the IOM USA Programmes Unit, and the direct supervision of the National Project Officer, the incumbent is responsible for supporting the implementation and coordination of the FRTF program through the following duties and responsibilities:

Responsibilities

  1. Support Parole-in-Place (PIP) Caseload for Effective Processing by:
    1. Monitoring the work of five (5) FRTF PIP case workers based at IOM Washington; assigning weekly tasks, identifying implementation challenges, and supporting resolution of issues related to submissions to U.S. Citizenship and Immigration Services (USCIS). 
    2. Identifying good practices and promoting knowledge-sharing between PIP-focused staff and other program colleagues to enhance consistency and efficiency in case processing.
    3. Ensuring that all direct reports adhere to IOM’s data protection standards and confidentiality protocols.
    4. Supporting the FRTF National Project Officer and Program Manager by providing regular updates on PIP case trends and offering suggestions to improve processing workflows.
    5. Assisting in the coordination and facilitation of capacity-building workshops on I-131 and I-765 form development for internal staff and external partners, ensuring materials are clear and accessible.
    6. Liaising with U.S.-based NGOs to clarify case-specific roles and responsibilities, helping to prevent duplication of efforts and support coordinated service delivery as needed.
    7. Researching and compiling relevant updates, including changes to USCIS filing guides, and preparing briefings for program management on developments that may impact PIP processing.
  2. Support Employment Authorization Caseload for Efficient Processing by:
    1. Assisting in communication with USCIS regarding Employment Authorization Document (EAD) trends to help facilitate timely processing of beneficiary cards.
    2. Identifying challenges in EAD processing and sharing observations with program management; offering practical suggestions to improve efficiency where appropriate.
    3. Providing support to staff with form completion and helping the team manage workload distribution during high-volume periods.
  3. Support Monitoring and Strategic Program Planning for Effective Case Oversight by:
    1. Assisting FRTF Program management with the upkeep of Standard Operating Procedures (SOPs) and development of training materials; helping identify areas where additional guidance or instruction is needed.
    2. Supporting the integration of new staff by providing orientation and guidance on program procedures, tools, and expectations.
    3. Reviewing updates to policies, scripts, and USCIS filing guides and helping communicate relevant changes to staff in a clear and accessible manner.
    4. Contributing to the development of case management tools that enhance operational efficiency and preserve institutional knowledge.
    5. Collaborating with data specialists and HelpDesk staff to support compliance with reporting requirements from the U.S. Department of Homeland Security (DHS) by IOM staff members or partners.
  4. Support the Program by contributing to relevant donor meetings, internal trainings, and conferences and report back to the office on such events; 
  5. Undertake duty travel as requested; 
  6. Perform other such duties, as may be assigned.

Qualifications

EDUCATION

  • University degree in international relations, political science, or a related field from an accredited academic institution with four years of work experience; or,
  • Completed secondary education with six years of relevant working experience. 

EXPERIENCE

  • Familiarity with services for vulnerable populations within the United States
  • Experience offering trainings on direct assistance implementation
  • Casework background with migrant families
  • Experience with USG donors, IOM, US-based NGOs, and government officials.

SKILLS

  • In-depth knowledge of family reunifications and related social services
  • Understanding of internal and international migration issues 
  • Attention to detail for case tracking and financial records

LANGUAGES
IOM’s official languages are English, French, and Spanish. 

REQUIRED

For this position, fluency in English and Spanish is required (oral and written).

DESIRABLE

Working knowledge of Portuguese.
