Job Description
The Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP), funded by the African Development Bank (AfDB) and implemented by the International Organization for Migration (IOM), aims to improve the livelihoods and resilience of conflict-affected populations in Sudan through an integrated approach to health, education, and water sectors. The project responds to the urgent needs arising from the ongoing conflict, which has led to the destruction of critical social infrastructure and displacement of millions.
SISSIRP will be implemented across four target states — Aj Jazirah, River Nile, White Nile, and Sennar. The project focuses on rehabilitating and equipping social infrastructure, restoring access to clean water and sanitation, improving healthcare and education facilities.
The Lead Civil Engineer will ensure effective planning, coordination, and supervision of engineering interventions, guaranteeing technical soundness and compliance with the project’s quality, safety, and sustainability requirements.
African Development Bank (AfDB)–funded Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). The consultant will report directly to the the IOM Program Manager and coordinate closely with the engineering and procurement teams in Khartoum as relevant.
Responsibilities
The Lead Civil Engineer will undertake the following duties:
- Provide overall technical leadership for engineering activities across all project sites.
- Review, validate, and approve all technical designs, Bills of Quantities (BoQs), drawings, engineering calculations, and material specifications submitted by Civil Engineer Consultants before submission to the Project Manager.
- Ensure that all designs and construction activities comply with national building codes, safety standards, environmental safeguards, and AfDB/IOM requirements.
- Lead on resolving complex structural and engineering challenges identified during design or implementation.
- Conduct regular quality assurance visits to project sites and verify compliance with approved technical documentation.
- Review and validate contractors’ progress reports, work certificates, and requests for payments to ensure compliance with contractual obligations.
- Ensure that corrective actions identified by field engineers are timely, appropriate, and properly implemented.
- Lead technical coordination meetings with engineers, procurement staff, and construction companies to address technical queries and harmonize approaches.
- Mentor and build the capacity of Civil Engineer Consultants in quality assurance, reporting, and adherence to IOM and AfDB engineering standards.
- Contribute to developing technical guidelines, tools, templates, and SOPs to improve engineering oversight and quality monitoring
- Timely validation and approval of all designs, BoQs, technical drawings, and engineering documentation.
- Monthly consolidated technical reports submitted on time and accepted by the Program Manager.
- Evidence of consistent application of engineering standards by Civil Engineer Consultants under the Lead Engineer’s supervision.
- Quality assurance findings indicate improved compliance and reduced technical non-conformities.
- Timely certification and endorsement of contractor payment requests, provisional acceptance, and final acceptance documentation.
Qualifications
- Bachelor’s degree in Civil Engineering, Construction Management, or related field; Master’s degree is an advantage.
- Minimum of 6-8 years of progressively responsible experience in supervision of civil works, including preparation and review of BoQs, cost estimates, and design documentation in line with national standards and codes.
- Experience in supervising and leading multi-site engineering teams.
- Experience with international organizations, humanitarian, or development projects preferred.
- Excellent knowledge of construction materials, methods, and safety standards.
- Strong analytical, communication, and report writing skills.
- Proficiency in AutoCAD, MS Project, and MS Office tools.
- Familiarity with IOM procedures is an advantage.
- Fluency in English and Arabic is required.
Travel may be required for the project based on needs and follow IOM’s applicable procedures and security protocols.
