Directorate for Communications (COM)
Under the guidance of the Secretary-General, the core mission of the Directorate for Communications (COM) is to maximise the reach and impact of the OECD and its work through clear, cutting-edge and evidence-based communications. The Directorate works in accordance with the OECD Communications Strategy and pursuant to the annual communication plans for which it is responsible, steering organisational efforts on strategic priorities and supporting policy directorates in their communications to specialised audiences. COM holds as a core value an agile, collaborative and supportive culture, one that is marked by positive interaction and accountability among professionals.
Within the Communications Directorate, the mission of the Digital Communications, Web and Publications division is to develop and deliver the OECD’s digital communications and publication products, ensuring a coherent and impactful online presence across all corporate channels. It combines creative, technical, and strategic expertise to support the Organisation’s communications objectives.
Specifically, the division works with communicators across the Organisation (ONE communications function) in five main areas of work:
- Digital communications products: design, development, and production of engaging digital products, including videos, data visualisations, newsletters, and web pages, supported by corporate templates and design standards created and maintained by the Division, and fully aligned with the OECD’s visual and editorial identity.
- Web platforms: development, management, and continuous improvement of OECD corporate websites and digital solutions to enhance user experience and support the effective dissemination of OECD content.
- Publications: central coordination, production, and dissemination of OECD publications in high-quality, discoverable formats, through OECD.org and external channels.
- Expertise and governance: provision of expertise and guidance in defining digital strategies, policies, standards, and processes to strengthen the production and dissemination of communications products across corporate platforms; leadership of communities of practice covering publications, web, newsletters, and data.
- Corporate service offer: definition and delivery of a corporate offer of communications and publication services tailored to the Organisation’s needs, with clear service level agreements, pricing models, and direct billing mechanisms to support communications.
The Directorate for Communications is looking for a Web & Graphic Designer who will work in the Digital Visual Communications unit of the Digital Communications, Web & Publications division and be responsible for designing and producing visual products or services to support the Organisation’s brand and digital communications. S/he will work under the supervision of the Head of the Digital Visual Communications unit
Job Description
Main Responsibilities
Contribute to corporate digital and visual communications centre of expertise
- Foster an integrated, agile and collaborative working culture within the Communications Directorate, promoting positive interactions, accountability and knowledge sharing among colleagues.
- Collaboratee across the Communications Directorate to ensure strategic consistency and visual alignment of OECD materials.
- Develop and promote specific web and graphic design tools, templates and visual standards to support a coherent OECD identity.
- Contribute to drafting of design standards and guidelines, training materials in collaboration with the Communications Impact, Standards & Capacity-Building division.
- Provide advice and hands on support to colleagues on visual communication tools and best practices.
Design and deliver high-quality digital and visual products
- Produce compelling, user-centred web and graphic content in line with the direction of the Creative Designer – Video, Web & Graphic.
- Support the day-to-day design, processes and planning, including managing and prioritizing multiple concurrent projects, to produce and timely deliver compelling and engaging web & graphic products.
- Support the creation of visual identities for campaigns or events under the direction of the Creative Designer – Video, Web & Graphic.
- Develop and maintain consistent OECD brand identity systems, including logos, color palettes, and visual standards.
- Design and build templates for internal communication staff use, to improve production efficiency, secure consistency and visual harmony.
- Contribute to maintaining and evolving the OECD design system and component libraries, ensuring visual consistency and scalability across platforms.
- Collaborate on interactive storytelling formats (data-driven visual narratives) with video, social media and data teams.
- Translate complex information into visually engaging and easy-to-understand materials.
- Designs responsive digital assets for websites, social media, and online campaigns, and optimized for performance, SEO and accessibility.
- Present design concepts and justify design decisions.
Support continuous improvement and innovation
- Assess the performance of web and graphic products using analytics and user feedback to drive data-informed decisions.
- Propose and test innovative design approaches that enhance reach, impact, and user experience.
- Develop and maintain strong awareness of emerging design technologies, including AI-assisted tools, accessibility standards and market trends, and identify opportunities to test and integrate new solutions where relevant.
- Contribute to the continuous improvement of website and chart design systems based on user insights.
- Adopt and promote a user-centric, data-driven and continuous improvement culture that supports innovation across digital communications.
Qualifications
Ideal candidate background
Academic Background
- Advanced university degree in Digital Communication, Graphic/Visual Design, Computer Science or other related field.
Professional Background
- Proven 3 to 5 years of relevant experience in communications or digital graphic design, preferably in an international organisation.
- Experience working in multi-stakeholder environments, with the ability to build strong relationships across communications experts.
- Demonstrated capacity to present and communicate information effectively to a broad audience using a range of communication tools.
- Excellent attention to detail, maintaining precision in typography, alignment and visual consistency across all design deliverables.
- Proven experience in assessing the performance of web and graphic products using analytics.
- Technical skills and tools including:
- Portfolio demonstrating expertise in design of visual identity, visual assets, web projects (live sites or prototypes).
- Experience using prototyping and/or design tools for UI/UX (e.g. Figma, Adobe XD)
- Experience using digital tools to assist with project management, workflow optimisation or team collaboration.
- Familiarity with motion and interactive tools (After Effects, Premiere Pro) is a plus.
- Experience working with analytical tools, (e.g. Google analytics) to inform design.
- Experience using Web Content Management Systems and maintaining design systems.
- Basic knowledge of HTML, CSS, and Javascript.
- Proficiency in Adobe Creative Suite (Adobe InDesign, Adobe Photoshop, Illustrator, After Effects, Adobe Express).
- Understanding of Search Engine Optimisation and accessibility standards.
- Knowledge of print production, understanding bleed, CMYK vs RGB, resolution.

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of other languages would be an asset.

Contract Duration
- 24 month fixed-term appointment, with the possibility of renewal to a maximum of 36 months.
