Job Description

Project Context and Scope: This consultancy is part of the Migrant Protection, Return and Reintegration Programme in North Africa (MPRR-NA), funded by the European Union, as well as the governments of Italy, Norway, Denmark, and Sweden. The research will analyze return and reintegration systems in Algeria, Egypt, Libya, Morocco, and Tunisia, aiming to map legal and policy frameworks and coordination structures, identifying good practices and existing gaps, and producting tangible recommendations to strengthen national return and reintegration system. The study will use a systems-level perspective, combining desk review, key informant interviews, and analysis of existing data to generate practical, policy-relevant outputs.

Responsibilities

  • First deliverable – Inception Report:
    • Provide conceptualization and theoretical framing of return and reintegration systems based on IOM frameworks 
    • Present the proposed methodology, including guiding questions for KIIs 
    • Outline a detailed workplan with key deliverables and timelines 
    • Provide a draft an outline of the research report that includes initial scoping of the research.
    • Deliverable by email by 25 December 2025 to be paid within 15 days of receipt and approval of the required deliverable.
  • Second deliverable - Comparative Analysis Report
    • Literature review and theoretical and contextual framing of return and reintegration systems in North Africa
    • Map and compare national policies, legal instruments, and institutional mandates related to assisted voluntary return and reintegration (AVRR) across North African countries. 
    • A comparative analysis of return and reintegration policies and practices in North Africa (Examine how different actors (government, IOM, NGOs, community-based organizations, other actors) coordinate AVRR efforts, including referral pathways and reintegration support).
    • Documentation of best practices and common challenges (Document successful models and innovations in AVRR implementation, and translate findings into tailored, actionable recommendations).
    • A set of actionable policy and programmatic recommendations to enhance the effectiveness and sustainability of return and reintegration systems
    • Deliverable by email by 25 February 2026 to be paid within 15 days of receipt and approval of the required deliverable.
  • Third deliverable –Validation meeting on the findings of the research.
    • Final Report ready for publication and validation meeting
    • Deliverable by email by 25 April 2026 to be paid within 15 days of receipt and approval of the required deliverable.

Qualifications

Performance indicators for the evaluation of results

  • Timely submission of all deliverables. 
  • Quality and depth of analysis in the research report. 
  • Practicality and relevance of recommendations.

Education, Experience and/or skills required

  • Advanced university degree in migration, social sciences, international relations, or a related field. 
  • At least 10 years of experience in migration, return, and reintegration, including work with IOM or similar international organizations. 
  • Proven experience in developing guidance, conducting feasibility/risk assessments, and supporting policy operationalization in migration contexts. 
  • Regional expertise in the MENA region and experience with comparative research. 
  • Strong analytical, communication, and stakeholder coordination skills. 
  • Excellent command of English and French; knowledge of Arabic or Italian is an asset.

Travel required: Travel within North Africa may be required for stakeholder interviews and validation meetings.
