Job Description Summary:
WFP Afghanistan is seeking a national experienced engineering professional with strong expertise in project management for the design and construction of diverse infrastructure projects. These projects primarily include vertical, horizontal, and community-based structures. The Engineer will provide technical guidance in construction and engineering, ensuring efficient delivery and high-quality outputs.
The Engineer will be part of the Engineering Team within the Afghanistan Country Office, working under the overall supervision of the Head of the Management Services Unit. This role involves overseeing all aspects of design, construction, and contract management for various projects across Afghanistan. Additionally, the Engineer will provide direction and supervision to team members under his/her reporting line.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
The primary responsibilities for this role include managing engineering projects, encompassing planning, reviewing engineering designs, overseeing construction procurement processes, and supervising as well as facilitating construction activities executed by cooperating partners and contractors. Additionally, the position involves providing technical support to WFP’s overall operations in Afghanistan. Within delegated authority, the Lead Engineer will be accountable for the following duties (including but not limited to):
Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations.
Provide engineering and project management services, apply best practises, standards and innovative technologies that comply with WFP standards and processes.
Contribute towards the analysis of project proposal to enable effective decision making on project technical feasibility.
Prepare evidenced based recommendations for senior staff on measures to improve WFP facilities suitability to operational purpose, safety, and efficiency of structures and equipment.
Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
Provide technical guidance that support a successful construction procurement process.
Participate in technical or design review, exchange of knowledge and experience, keeping abreast of construction and engineering technologies, to facilitate implementation of innovative engineering solutions.
Support the capacity building of engineering staff to facilitate the continued development and high performance.
Establish and maintain partnerships with internal and external clients to effectively meet clients’ expectations.
Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.

QUALIFICATIONS AND EXPERIENCE
Education: First University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority.
Experience: At least three (3) years of postgraduate professional experience in project development and construction management with focus on monitoring, reporting, development and coordination in either public or private sector organizations or relevant years of additional experience after bachelor's degree.
Language: Fluency in both oral and written communication in English and local languages (Pashto/Dari)
DESIRED KNOWLEDGE AND SKILLS:
Has worked effectively under supervision on many varied design and construction projects and taken responsibility for work elements which have been assigned.
Has attained advanced academic qualifications relevant to engineering.
Has contributed to projects demonstrating knowledge of engineering specializations in relation to fire safety, seismic blast or environmental requirements.
Has experience of working within the UN System / Humanitarian Community or Development Sector.
Good knowledge of local and international engineering, construction and Occupational Health & Safety standards, processes and norms.
Proficient in Autocad, Microsoft Office and MS Project.
