This position is a National Officer role and a UN common VA and is based in Kabul.
The role: To provide support and oversight to CBT programme activities, ensuring that implementation is consistently compliant with corporate assurance measures, and ensuring constant readiness for internal and external audits
KEY ACCOUNTABILITIES:
1. Maintain all assurance measures and requirements, including updating risk registers, assurance plans, Area Offices spot checks and Standard Operating Procedures (SOP).
2. Prepare accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
3. Lead on the monthly internal Cash Working Group (including presentation preparation, meeting invite, etc.).
4. Contribute to the preparation of CBT meetings internally and with external stakeholders. Represent AFCO CBT team in Cash Working groups and similar as required
5. Lead on CFM tracking and follow-up with CBT Operations team.
6. Document and analyze performance data of Financial Services Providers (FSP), and lead on annual corporate FSP performance evaluations. Keep track of the issues raised during distribution cycles across programme activities and provide quarterly analysis.
7. Provide support to Operations team, raising and following expenditure of Outline Agreements.
8. Create and maintain a clear document tracking system in SharePoint (including consistent file naming conventions, folder structure, etc.) to ensure that documents are properly tracked and ready for internal/external audits and oversight missions.
9. Support the capacity building of WFP staff, Cooperating Partners and Financial Service Providers to prepare for and respond to cash assistance needs while making sure all safeguarding controls are in place.
10. Perform other duties as required.
OTHER SPECIFIC JOB REQUIREMENTS (details to be determined by Post Managers):
• Strong preference for CBT implementation experience
• Strong preference for risk management/assurance experience
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in International Affairs, Economics, Social Sciences or other field relevant to international development assistance, or First University Degree with additional two years of related work experience and/or trainings/courses.
Experience: At least one (1) year of postgraduate professional experience in programme or risk management
Language: Fluency in both oral and written communication in English and local languages (Pashto/Dari)
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- WFP Work experience is desirable.
- Has gained experience in implementing technical programs (e.g., emergency food assistance, resilience, etc.)
- Has implemented programmes and provided input into designing operations
- Has provided input into policy discussions and decisions
