The IRC is continuing to scale up programming in the West Bank and Gaza working closely with partners and implementing directly in health and nutrition, protection, WASH, early childhood development, food security, and cash programming to meet the most critical humanitarian needs.
 

Scope of Work 

Reporting to the WASH Coordinator, the WASH Manager will be responsible for the overall implementation, supervision and monitoring of the WASH and infection prevention and control (IPC) emergency activities implemented directly by IRC and local partners across target governorates in Gaza. This position will provide technical oversight to provision of emergency water supply, sanitation and hygiene services through IRC, partners, private service providers and community structures and ensure compliance with the set out National and local standards/guidelines while also adhering to WASH cluster and Global sphere standards. 

The WASH Manager will also support IRC’s Gaza overall WASH and IPC strategy with a focus on integrating WASH activities across other IRC sector activities and sharing knowledge with local partners working with IRC.

Reporting Relationships and Coordination
Reports to: WASH Coordinator
Collaborates with: Deputy Director Field Management (DDFM) and Field Coordinator for Gaza.
Technically Supervises: EH Officers and provides technical support to EH Assistants in Gaza. 

Roles and Responsibilities

Project Implementation
•    Ensure that all IRC WASH related activities across GAZA address the urgent needs of target population and are in line with national, WASH Cluster guidelines and sphere standards. 
•    Ensure high quality implementation of the WASH by IRC and local partners across GAZA governorates, in a timely manner, within budget, and in full compliance with partner agreements.
•    Ensure that WASH interventions are appropriately planned in consultation with local authorities and Gaza WASH cluster, adequately resourced, and implemented in according to the IRC integration strategy for WASH and other sector in line with accountability guidelines.
•    Ensure good internal coordination, communication, and spirit within the WASH teams across GAZA field offices. 
•    Actively participate in internal and external coordination such as IRC internal coordination meeting and the WASH cluster meeting in GAZA.  
•    Establish and demonstrate good relations and coordination with WASH humanitarian actors in GAZA where the IRC is addressing the WASH needs.
•    In collaboration with IRC Health Nutrition, ECD sectors, ensure that WASH and Infection Prevention and Control (IPC) measures in targeted institutions and health care settings are implemented with quality and timeliness. 
•    Lead in all WASH assessments within GAZA locations and any new locations as needed ensuring that proposals and reports are informed by the findings of the assessments. This will also include evaluation of ongoing interventions and making recommendations for project adjustment as needed.
•    Lead the internal and external reporting and proposal development for WASH in GAZA by ensuring that all reports and proposals are submitted to WASH Coordinator on time to allow for review before final submission to the grants team.
•    Develop appropriate technical engineering drawings/designs, BoQs and scope of works for approvals by WASH Coordinator and local authorities as needed. Such emergency structures may include, temporary Clinics, Maternity wings, Nutrition centers, office structures, Stores, walkways, VIP Latrines, Bathing shelters, Security guard shelters, Pump houses, medical waste management facilities, water distribution networks, Water storage tank and pillow tank bases, drainage works, septic tanks, soak pits among others.   
•    In collaboration with the Supply Chain department, support the procurement, pre-positioning, and timely distribution of context-relevant emergency supplies. 
•    Participate in post-response reflections and evaluations in collaboration with the Monitoring, Evaluation, Accountability, and Learning (MEAL) department, including analysis of client feedback. 

Grants Management and M&E
•    With support from the WASH Coordinator, ensure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.
•    Actively contribute to proposal writing, donor reports and IRC’s WASH GAZA strategy development.
•    Select and implement, in line with the GAZA WASH Strategy, an appropriate project monitoring and evaluation system, analyzing results to ensure and enhance program effectiveness and quality.
•    Provide weekly and monthly technical updates to WASH Coordinator and team.
•    Develop and maintain proper project documentation including assessment reports, minutes from meeting with key stake holders, technical documents, supply chain, donor reports, proposals etc in an organized manner. 
•    Participate in the due diligence process of identifying service providers and partners in order to assess their capacity to implement WASH activities. 
•    AS delegated by WASH Coordinator, participate in project cycle meetings by IRC or ones involving Partners and represent WASH projects.

Internal and External Relations
•    In collaboration with WASH Coordinator and Gaza WASH cluster partners participate in rapid assessments to identify emergency needs in affected communities. 
•    Actively represent IRC in WASH area-based coordination (ABC) meetings across Gaza governorates as well as in the National WASH cluster when requested. 
•    Create a close working relationship with IRC health team, to ensure up to standard IPC and clinical waste management protocols and infrastructures are established in all IRC and partner’s supported health facilities and mobile clinic sites.
•    Establish positive, collaborative relationships with relevant local ministries within the area of operation. 
•    Create a close working relationship with IRC health partners, to ensure up to standard IPC and clinical waste management protocols and infrastructures are established in all IRC supported health care settings.
•    Consistently and proactively monitor/assess the safety and security of the WASH team; promptly reporting concerns or incidents to the security focal person. 

Staff Performance Management, Learning & Development
•    As needed, recruit, coach, train, supervise, and mentor direct-report staff (WASH officers and WASH Assistants for sanitation and hygiene promotion), including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
•    Maintain open and professional relations with team members, promoting a strong team spirit. 
•    Promote and monitor staff care and well-being. Model healthy work-life balance practices. 
•    Overall responsibility for WASH work plans, vacation schedules, and staff training/development activities in your targeted Counties.
•    Ensure compliance with IRC security procedures for WASH interventions, as well as a high degree of security awareness and preparedness among the WASH teams.

Requirements

•    Bsc. Degrees in Hydrology, Geology, Civil engineering and water resources engineering, Environmental health, public health, and other related academic qualifications with a minimum of 3 years’ experience practicing WASH in emergency context. 
•    4 years’ experience managing Water supply, sanitation, and hygiene activities in high-risk and complex environments with at least 2 years in both institutional and community-based WASH programming will be an added advantage.
•    Strong experience in report and proposal writing skills.
•    Non-Governmental Organization (NGO) experience preferred. 
•    High practical experience in budget management with different donor funds.
•    The ability to work with basic data collection and analysis software’s such as Kobo, Comcare, power BI including excel among others will be an added advantage.
•    Very good command and proficiency in micro soft office, Auto CAD or other WASH related engineering software.  
•    Fluency in English and Arabic both written and spoken.
